Modifies cost-sharing requirements for colorectal cancer screening tests, and drug manufacturer reporting requirements, under Medicare medical services. Specifically, the bill waives coinsurance requirements with respect to colorectal cancer screening tests, regardless of the code billed for a resulting diagnosis or procedure. The bill phases in implementation over an eight-year period. Additionally, manufacturers of covered drugs that do not have rebate agreements under the Medicaid Drug Rebate Program must report similar information as is required

Requires the Small Business Administration (SBA) to establish a central small-business cybersecurity-assistance unit within the SBA and a regional cybersecurity-assistance unit within each small-business development center. A small business shall be protected from liability for activities taken pursuant to the bill's requirements.

Updates the Department of Defense's Survivor Benefit Plan and how it operates in relation to other benefits. The plan currently provides a monthly annuity (based on a percentage of a service member's retirement pay) to an eligible beneficiary upon the death of the service member. Currently, if a surviving spouse is also entitled to dependency and indemnity compensation, the annuity paid under the plan will be reduced. The bill repeals certain provisions that require the offset of the plan annuity from amounts paid in dependency and indemnity compensation.
