Never Forget the Heroes: James Zadroga, Ray Pfeifer, and Luis Alvarez Permanent Authorization of the September 11th Victim Compensation Fund Act [HB-1327] [Healthcare ] [Public Health ] [Disaster Relief ] [Funding ] [Grants ] [Inflation ] [Budget and Spending ] [Law Enforcement ] [National Security ]
(Sec. 2) funds through FY2092 the September 11th Victim Compensation Fund of 2001. Provides paid family leave for certain federal employees in all instances covered by the Family and Medical Leave Act, which currently only guarantees unpaid leave for such instances. Specifically, the bill requires that the 12 weeks of administrative leave to which certain federal employees are entitled for family care be paid leave. Makes it unlawful for a federal law enforcement officer to engage in a sexual act while acting under color of law or with an individual who is under arrest, in detention, or in custody. Consent is not a defense to prosecution for unlawful conduct. A violator is subject to criminal penalties—a fine, a prison term of up to 15 years, or both.
