Appropriates funding to provide compensation to certain employees of contractors who lost pay or leave due to the lapse in appropriations that began on December 22, 2018. Each agency subject to such lapse shall adjust the price of any contract for which the contractor was ordered to suspend, delay, or stop work as a result of the lapse. Makes it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). Requires full military honors to be provided for the funerals of certain veterans. Specifically, a veteran shall receive full military honors if the veteran (1) is first interred or inurned in Arlington National Cemetery, (2) was awarded the medal of honor or the prisoner-of-war medal, and (3) is not entitled to full military honors because of such veteran's grade.

Shark Fin Sales Elimination Act of 2019 [HB-737]

Addresses the sale of shark fins and the inclusion of rays and skates in the Seafood Traceability Program. (The Seafood Traceability Program has data reporting and recordkeeping requirements at the time of entry for imported fish or fish products entered into U.S. commerce.) The bill makes it illegal to possess, buy, or sell shark fins or any product containing shark fins, except for certain dogfish fins.
