Sets forth requirements for detecting and sampling perfluorinated compounds. Perfluorinated compounds are man-made and may have adverse human health effects. A variety of products contain perfluorinated compounds, such as nonstick cookware, waterproof clothing, stain-resistant fabrics, food packaging, and fire-fighting foams. The bill requires the U.S. Geological Survey (USGS) to establish a performance standard for the detection of perfluorinated compounds. Requires the President to develop and update annually a plan for the United States to meet its nationally determined contribution under the Paris Agreement on climate change. (Sec. 3) In addition, the bill prohibits federal funds from being used to withdraw from the agreement. (Sec. 4) The bill outlines what must be included in the plan, including descriptions of steps to (1) cut greenhouse gas emissions by 26%-28% below 2005 levels by 2025, and (2) confirm that other parties to the agreement with major economies are fulfilling their announced contributions.

Directs the Department of the Treasury to mint and issue not more than 350,000 $1 silver coins in commemoration of Christa McAuliffe, a teacher tragically killed in the Space Shuttle Challenger Disaster. The design of the coins shall bear an image and the name of Christa McAuliffe on the obverse side and a design on the reverse side that depicts the legacy of McAuliffe as a teacher. Treasury may issue the coins from January 1-December 31, 2020. All surcharges received by Treasury from the sale of the coins shall be paid to the FIRST robotics program
