Sets forth requirements for detecting and sampling perfluorinated compounds. Perfluorinated compounds are man-made and may have adverse human health effects. A variety of products contain perfluorinated compounds, such as nonstick cookware, waterproof clothing, stain-resistant fabrics, food packaging, and fire-fighting foams. The bill requires the U.S. Geological Survey (USGS) to establish a performance standard for the detection of perfluorinated compounds. Requires the President to develop and update annually a plan for the United States to meet its nationally determined contribution under the Paris Agreement on climate change. Directs the Department of the Treasury to mint and issue not more than 350,000 $1 silver coins in commemoration of Christa McAuliffe, a teacher tragically killed in the Space Shuttle Challenger Disaster. The design of the coins shall bear an image and the name of Christa McAuliffe on the obverse side and a design on the reverse side that depicts the legacy of McAuliffe as a teacher.
