HYPE Act HYdropower Permit Extension Act (Sec. 2) This bill amends the Federal Power Act to authorize the Federal Energy Regulatory Commission (FERC) to issue a preliminary permit to a hydropower construction license applicant for up to four years, instead of three. FERC may extend a preliminary permit once for no more than four years and may issue an additional four-year extension if it determines there are extraordinary circumstances that warrant the issuance of an additional extension. Veteran Spouses Equal Treatment Act This bill amends the definition of "spouse" for purposes of veterans' benefits to require the Department of Veterans Affairs (VA) to recognize a marriage based on the law of the state where the marriage occurred. When a marriage occurs outside a state, the VA shall recognize it if the marriage is lawful in the place where it occurs and could have been entered into under the laws of any state.
