Julian Woods Yellow Ribbon Program Expansion Act This bill includes under the Yellow Ribbon G.I. Education Enhancement Program (public-private contributions for educational assistance in addition to post-9/11 educational assistance) the child or spouse of an individual who, on or after September 11, 2001, dies in the line of duty while serving on active duty (Marine Gunnery Sergeant John David Fry scholarship recipients).

Therapeutic Fraud Prevention Act of 2017 This bill prohibits sexual orientation or gender identity conversion therapy from being provided in exchange for monetary compensation. It bars advertisements for such therapy that claim to: (1) change an individual's sexual orientation or gender identity, (2) eliminate or reduce sexual or romantic attractions or feelings toward individuals of the same gender, or (3) be harmless or without risk.
