JOBS Credit Act of 2020 Jumpstarting Our Businesses’ Success Credit Act of 2020 [HB-6776]
Increases the employer tax credit for the retention of employees and coordinates such credit with the Payroll Protection Program. Specifically, it increases the rate of the employee retention credit to 80% of up to $15,000 in employee wages per calendar quarter with an increased annual wage cap of $45,000 for all calendar quarters. The bill increases the maximum credit amount to $36,000. UNITED Act Uniform National Guard Implementation To End this Disaster Act [HB-8091]
Requires the federal government to pay states for 100% of the cost of National Guard duty in connection with the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The requirement applies retroactively. Presidential memoranda issued on August 3, 2020, required most states to pay 25% of the cost for such duty beginning on August 21, 2020, but maintained a 100% federal cost share for Texas and Florida.

Safe Schools Improvement Act of 2019 [HB-2653]
Requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit conduct, including bullying and harassment, that is sufficiently severe, persistent, or pervasive to (1) limit students' ability to participate in, or benefit from, school programs; or (2) create a hostile or abusive educational environment that adversely affects students' education. Healthy Skies Act [HB-7651]
Requires the Transportation Security Administration (TSA) to conduct a pilot program at a minimum of 10 airports to establish and test procedures to screen all passengers for their temperatures before such passengers proceed through security into the sterile area. If the temperature of a passenger exceeds the guidance for what constitutes a fever issued by the Centers for Disease Control and Prevention (CDC) at the time such temperature screening is carried out, the TSA shall not permit such passenger to enter the sterile area. Restoring Integrity to America’s Elections Act [HB-1272]
Revises provisions regarding the Federal Election Commission (FEC), including to change FEC membership. The bill reduces the number of members of the FEC from eight to five, including by removing the Secretary of the Senate and Clerk of the House as ex officio members.
