Break the Cycle of Violence Act [HB-4836]
Authorizes new grant programs to support violence intervention initiatives. Specifically, the Bureau of Justice Assistance must award grants for coordinated violence reduction initiatives in units of local government that are disproportionately impacted by gun and group-related violence. Additionally, the National Institutes of Health must award grants for hospital-based violence intervention programs that reduce the risk of violent injury and retaliation among high-risk patients.

National Commission on Online Platforms and Homeland Security Act [HB-4782]
Establishes the National Commission on Online Platforms and Homeland Security to address content on online and social media platforms that implicates national security concerns. Authorizes U.S. contributions to the Green Climate Fund, a fund established under the United Nations Framework Convention on Climate Change to finance projects to address climate change. Decrease Noise Levels Act [HB-5874]
Directs the Federal Aviation Administration (FAA) to revise its regulations to decrease the threshold for the day-night average sound level that constitutes significant noise from 65 decibels to 60 decibels, and adjust relative ranges of day-night average sound level accordingly. Ronald V. Dellums Memorial Fellowship for Women of Color in STEAM and National Security Act [HB-5922]
Requires the Department of Defense (DOD) to establish a fellowship program that provides scholarships and internships to underrepresented students who have high potential talent in STEAM (science, technology, engineering, arts, and mathematics) in exchange for those students working in the federal government or in a STEAM field upon graduation. DOD must award at least 50% of the number of fellowships under the program to students who attend historically black colleges and universities and minority-serving institutions.
