Cooling-Off Period Elimination Act of 2020 [HB-5778]
Makes a state or local law enforcement agency ineligible to receive federal funds under a Department of Justice law enforcement grant program if it has in effect a cooling-off period. A cooling-off period is a period of time following an officer-involved shooting during which investigators are prohibited from communicating with an officer involved in the shooting.

Grand Jury Reform Act of 2020 [HB-5779]
Conditions a state or local government's receipt of funds under the Edward Byrne Memorial Justice Assistance Grant program on the state's compliance with certain requirements following an incident involving the use of deadly force by a local law enforcement officer that results in a person's death. Specifically, the governor must appoint a special prosecutor to present evidence before a judge to determine whether probable cause exists to criminally charge the law enforcement officer. The hearing must be open to the public.

Eric Garner Excessive Use of Force Prevention Act of 2019 [HB-4408]
Modifies the criminal civil rights statute that prohibits the deprivation of rights under color of law. Currently, the second prong of the prohibition bars the application of different punishments, pains, or penalties based on an individual's alien status, color, or race. specifies that the application of any pressure to a person's throat or windpipe which may prevent or hinder breathing or reduce intake of air (e.g., a chokehold) constitutes a punishment, pain, or penalty.

National Statistics on Deadly Force Transparency Act of 2019 [HB-119]
Requires federal, state, and local law enforcement agencies to collect, compile, and submit data to the Department of Justice's (DOJ's) Bureau of Justice Statistics on the use of deadly force by law enforcement officers. DOJ must reduce by 10% the allocation of funds under the Edward Byrne Memorial Justice Assistance Grant Program for a state or local government that fails to substantially comply.

Stop Militarizing Law Enforcement Act [HB-1714]
Restricts the Department of Defense (DOD) from transferring certain surplus military property to federal, state, or local law enforcement agencies. Specifically, DOD may not transfer to such agencies property such as controlled firearms, ammunition, bayonets, grenades or grenade launchers, explosives, certain vehicles or trucks, armored or weaponized drones, certain controlled aircraft, silencers, or long-range acoustic devices. DOD may waive this limitation and transfer certain vehicles or trucks if DOD determines that the transfer is necessary

Medicare Orthotics and Prosthetics Patient-Centered Care Act [HB-5262]
Revises payment rules and establishes several requirements relating to coverage of orthotics and prosthetics under Medicare. Specifically, the bill requires suppliers of orthotics and prosthetics to meet certain standards with respect to licensure and accreditation, physical facilities, and liability insurance. Orthotists and prosthetists may also issue written orders for commercial purposes that meet specified standards; such orders must be signed by the treating physician.
