Driving America Forward Act [HB-2256]
Expands the tax credit for new plug-in electric drive motor vehicles and extends the tax credit for new fuel cell motor vehicles. (Under current law, taxpayers who purchase a qualified plug-in electric drive motor vehicle are eligible for a tax credit of up to $7,500, which begins to phase out once a manufacturer sells 200,000 qualified vehicles.) The bill allows an additional 400,000 vehicles per manufacturer to be eligible for a credit of up to $7,000 before the credit begins to phase out. Dependent Income Exclusion Act of 2019 [HB-4417]
Excludes certain wages or self-employment earnings of a dependent of a taxpayer for purposes of determining the taxpayer's eligibility for premium tax credits used to purchase insurance on Patient Protection and Affordable Care Act exchanges. To qualify for the exclusion, the dependent must be under 18 years of age or have not attained age 24 at a certain time in a calendar year and be a part-time student or apprentice or participant in a job training program.

NO BAN Act National Origin-Based Antidiscrimination for Nonimmigrants Act [HB-2214]
Imposes limitations on the President's authority to suspend or restrict aliens from entering the United States and terminates certain presidential actions implementing such restrictions. It also prohibits religious discrimination in various immigration-related decisions, such as whether to issue an immigrant or non-immigrant visa, unless there is a statutory basis for such discrimination. Home Health Payment Innovation Act of 2019 [HB-2573]
Makes a series of changes relating to payment and coverage of home health services under Medicare and Medicare Advantage (MA). Specifically, the bill allows the home-confinement requirement (also known as the homebound requirement) for home health services to be waived under Medicare and MA. Currently, as a condition of eligibility for such services, a physician must certify that an individual has difficulty leaving home without assistance (e.g., a wheelchair, special transportation, or help from another person) due to an illness or injury. Medicare-X Choice Act of 2019 [HB-2000]
Establishes and funds the Medicare Exchange health plan, which allows individuals who are not otherwise eligible for Medicare to enroll in a government-administered health insurance plan. The Centers for Medicare & Medicaid Services (CMS) must offer such plan in certain individual health insurance exchanges beginning plan year 2021 and offer it in all individual health insurance exchanges beginning plan year 2024. Affordable Housing Credit Improvement Act of 2019 [HB-3077]
Revises provisions of the low-income housing tax credit and renames it as the affordable housing credit. The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2019 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income.
