HB-1327	Federal	Never Forget the Heroes: James Zadroga, Ray Pfeifer, and Luis Alvarez Permanent Authorization of the September 11th Victim Compensation Fund Act (Sec. 2) This bill funds through FY2092 the September 11th Victim Compensation Fund of 2001. Additionally, the bill modifies the Victim Compensation Fund (VCF): to allow claims to be filed until October 2090, to require VCF policies and procedures to be reassessed at least once every five years (currently, at least once annually), to require claimants to be paid for the amount by which a claim was reduced on the basis of insufficient funding, to remove the cap on noneconomic damages in certain circumstances, and to periodically adjust the annual limit on economic loss compensation for inflation. (Sec. 3) It provides statutory authority for the Attorney General to appoint a special master and up to two deputy special masters to administer the VCF. (Sec. 4) The bill exempts the budgetary effects of this bill from the Pay-As-You-Go (PAYGO) rules established by the Statutory Pay-As-You-Go Act of 2010 and the FY2018 congressional budget resolution. HB-1382	Federal	Inaugural Fund Integrity Act Inaugural Fund Integrity Act This bill limits donations to inaugural committees. Inaugural committees may not solicit, accept, or receive donations from foreign nationals or persons who are not individuals. An individual may not make a donation in the name of another individual or authorize his or her name to be used to make such a donation. Foreign nationals may not make donations or make promises to make donations to inaugural committees. The bill caps the amount an individual may donate to an inaugural committee. Donations to inaugural committees may not be converted to personal use. Inaugural committees must report information on donations and disbursements to the Federal Election Commission. HB-4	Federal	Voting Rights Advancement Act of 2019 This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices in these areas may take effect. (Preclearance is the process of receiving preapproval from the Department of Justice or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights.) A state and all of its political subdivisions shall be subject to preclearance of voting practice changes for a 10-year period if (1) 15 or more voting rights violations occurred in the state during the previous 25 years; or (2) 10 or more violations occurred during the previous 25 years, at least one of which was committed by the state itself. A political subdivision as a separate unit shall also be subject to preclearance for a 10-year period if three or more voting rights violations occurred there during the previous 25 years. A state or political subdivision that obtains a declaratory judgment that it has not used a voting practice to deny or abridge the right to vote shall be exempt from preclearance. All jurisdictions must preclear changes to requirements for documentation to vote that make the requirements more stringent than federal requirements for voters who register by mail or state law. The bill specifies practices jurisdictions meeting certain thresholds regarding racial minority groups, language minority groups, or minority groups on Indian land, must preclear before implementing. These practices include changes to methods of election, changes to jurisdiction boundaries, redistricting, changes to voting locations and opportunities, and changes to voter registration list maintenance. The bill expands the circumstances under which (1) a court may retain the authority to preclear voting changes made by a state or political subdivision, or (2) the Department of Justice may assign election observers. States and political subdivisions must notify the public of changes to voting practices. The bill revises the circumstances under which a court must grant preliminary injunctive relief in a challenge to voting practices. HB-299	Federal	Blue Water Navy Vietnam Veterans Act of 2019 This bill addresses certain health benefit and home loan programs for veterans. Specifically, the bill extends the presumption of service-connection for certain diseases associated with herbicide (e.g., Agent Orange) exposure to veterans who served (1) offshore of Vietnam between January 9, 1962, and May 7, 1975, or (2) in or near the Korean Demilitarized Zone between September 1, 1967, and August 31, 1971. Under a presumption of service-connection, specific disabilities or diseases diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. The bill extends eligibility for health care, vocational training and rehabilitation, and monetary allowance to children with spina bifida who have at least one veteran parent who may have been exposed to an herbicide agent while serving in Thailand between January 9, 1962, and May 7, 1975. The Department of Veterans Affairs (VA) must report on the Follow-up Study of a National Cohort of Gulf War and Gulf War Era Veterans. Additionally, the bill revises the VA home loan guaranty program to adjust loan fee rates and eliminate the limit on the amount of a loan for which the VA may provide a guaranty of 25%. Under current law, these loan guarantees are subject to a limit on loan size determined by Freddie Mac. The bill removes the cap on a direct housing loan amount that may be made to a Native American veteran purchasing a home located on tribal land held in federal trust. The bill also waives loan fees for active duty Purple Heart recipients. The VA shall permit a VA-approved appraiser to make a housing loan appraisal based solely on information gathered by a person with whom the appraiser has entered into an agreement for such services. HB-553	Federal	Military Surviving Spouses Equity Act This bill updates the Department of Defense's Survivor Benefit Plan and how it operates in relation to other benefits. The plan currently provides a monthly annuity (based on a percentage of a service member's retirement pay) to an eligible beneficiary upon the death of the service member. Currently, if a surviving spouse is also entitled to dependency and indemnity compensation, the annuity paid under the plan will be reduced. The bill repeals certain provisions that require the offset of the plan annuity from amounts paid in dependency and indemnity compensation. Under current law, upon the request of the surviving spouse, the military branch concerned is authorized to pay an annuity to the member's dependent children instead of to the surviving spouse. The bill restores the annuity to an eligible spouse who previously elected to transfer payment to a dependent child. HB-1046	Federal	Medicare Negotiation and Competitive Licensing Act of 2019 This bill requires the Centers for Medicare & Medicaid Services (CMS) to negotiate with pharmaceutical companies regarding prices for drugs covered under the Medicare prescription drug benefit. (Current law prohibits the CMS from doing so.) The CMS must take certain factors into account during negotiations, including the clinical- and cost-effectiveness of the drug, the financial burden on patients, and unmet patient needs. If the CMS is unable to negotiate the price of a drug, such drug is subject to competitive licensing in order to further its sale under Medicare, notwithstanding existing government-granted exclusivities. Additionally, for one year after a drug is provided under a competitive license, such drug is also subject to specified price limitations; if the drug is not offered at such prices, the drug is subject to additional licensing that furthers its sale under any federal program (e.g., Medicaid).
