Responsible Additions and Increases to Sustain Employee Health Benefits Act of 2017 This bill amends the Internal Revenue Code, with respect to the tax exclusion for distributions from health flexible spending arrangements provided under a cafeteria plan, to: (1) increase the annual limit on employee salary reduction contributions to $5,000, with an additional $500 for each additional employee dependent above two dependents that has not been taken into account by another person for the year; (2) revise the adjustment for inflation after 2017; and

Responsible Additions and Increases to Sustain Employee Health Benefits Act of 2018 This bill amends the Internal Revenue Code to allow unused health flexible spending arrangement (FSA) account balances (or a portion of the balances) to be carried forward into the next plan year. For a year in which a balance is carried forward from the preceding year, the dollar limitation on salary reduction contributions to an FSA must be reduced by the amount by which the carried forward balance exceeds $500.

Education Savings Accounts for Military Families Act of 2018 This bill amends the Elementary and Secondary Education Act of 1965 to direct the Department of Education to establish a program to provide children with parents on active duty in the uniformed services with funds for specified educational purposes. Children of active duty service members who reside in a local education agency that receives payments under the Impact Aid Program or who reside within the boundaries of a federal military installation are eligible to receive funds.
