Explanation of Bill
State of New York Assembly Bill 2329
This bill aims to make changes to the reporting duties of law enforcement agencies in New York with regards to seized and recovered firearms and spent shell casings.
Key Points of the Bill:
Law enforcement agencies must enter specific information about seized firearms into the National Crime Information Center to check if they were reported stolen within 24 hours of seizure.
If a firearm is seized under certain circumstances, it must be test-fired and the results submitted to the National Integrated Ballistics Identification Network to determine its association with a crime.
If spent shell casings are recovered at a crime scene or believed to be related to a crime, the ballistic information must be submitted to the National Integrated Ballistics Identification Network.
This bill defines "shell casing" as the part of ammunition that contains the primer and propellant powder used to discharge the bullet.
This act will come into effect 90 days after becoming a law.
