Biodiesel Tax Incentive Reform and Extension Act of 2016 [S.3188]
Biodiesel Tax Incentive Reform and Extension Act of 2016 This bill amends the Internal Revenue Code to modify and extend: (1) the income tax credit for biodiesel and renewable diesel used as fuel, and (2) the excise tax credit for biodiesel fuel mixtures. The bill: (1) makes the credits available to domestic producers of the fuels rather than the policy under current law of providing a mixture credit to the blender of the fuel, (2) increases the income tax credit for certain small biodiesel producers, and (3) extends the credits through 2019.

Transnational Drug Trafficking Act of 2015 (Sec. 2) This bill amends the Controlled Substances Import and Export Act to broaden the scope of persons subject to criminal prosecution for manufacturing or distributing a controlled substance in schedule I or II, a precursor chemical, or flunitrazepam for unlawful import into the United States. Buffalo Tract Protection Act This bill withdraws specified Bureau of the Land Management (BLM) lands in Placitas, New Mexico, from all forms of mineral development under all laws pertaining to mineral leasing or mineral materials, including locatable minerals. Nothing in this bill prohibits the disposal of the surface estate of such BLM lands under the Federal Land Policy and Management Act of 1976 or the Recreation and Public Purposes Act.
