Hardrock Mining and Reclamation Act of 2015 This bill prohibits the United States from issuing a patent for any mining claim, millsite, or tunnel site located unless a patent application meeting all applicable requirements was filed with the Department of the Interior by September 30, 1994. The holder of each unpatented mining claim, millsite, or tunnel site shall pay Interior a maintenance fee of $150 for each claim, millsite, or tunnel site, as well as a location fee of $50. Rural Veterans Improvement Act of 2015 The Department of Veterans Affairs (VA) shall provide mental health care to a veteran who: has a mental health issue resulting from post-traumatic stress disorder, traumatic brain injury, or other health condition incurred or aggravated on active duty; and lives in a rural or highly rural area. Such care may be provided by contracting with or providing payments to mental health care providers that are not VA-affiliated. Spectrum Challenge Prize Act of 2015 This bill requires the National Telecommunications and Information Administration to conduct prize competitions to accelerate the development and commercialization of technology that improves spectrum efficiency and is capable of cost-effective deployment. Not more than $5 million, in the aggregate, may be awarded to prize competition winners.
