HB-796	Federal	Drain the Swamp Act of 2017 This bill increases the ban on certain former executive branch officials, Members of Congress, and legislative staff within five years of termination of employment to knowingly make, with the intent to influence, any communication or appearance before an officer or employee of the executive branch, a Member of Congress or their staff, or any other legislative office on behalf of any other person (except the United States). The bill establishes penalties for such violations. The bill eliminates a similar two-year ban on certain senior executive branch officials. The bill creates a lifetime ban on certain senior personnel of the executive branch (including independent agencies) from representing, aiding, or advising foreign entities. The bill broadens the definition of lobbying activities in the Lobbying Disclosure Act of 1995 to also include consulting and advising. The bill amends the definition of lobbyist in the Lobbying Disclosure Act of 1995 to include individuals who spend at least 10% of their time engaged in lobbying services to one client in a 3-month period. The scope of prohibitions on foreign nationals is expanded to include soliciting a contribution or donation in connection with a federal, state, or local election; to a political party; or for an electioneering communication. HJR-2	Federal	Proposing a balanced budget amendment to the Constitution of the United States. This joint resolution proposes a constitutional amendment prohibiting total outlays for a fiscal year from exceeding total receipts for that fiscal year unless Congress authorizes the excess by a three-fifths roll call vote of each chamber. The prohibition excludes outlays for repayment of debt principal and receipts derived from borrowing. The amendment requires a three-fifths roll call vote of each chamber of Congress to increase the public debt limit. It requires a majority roll vote of each chamber to increase revenue. It also requires the President to submit a balanced budget to Congress annually. Congress is authorized to waive these requirements when a declaration of war is in effect or if the United States is engaged in a military conflict which causes an imminent and serious military threat to national security. HB-2340	Federal	To extend the Secure Rural Schools and Community Self-Determination Act of 2000. This bill extends the Secure Rural Schools and Community Self-Determination Act of 2000 through FY2017, including provisions concerning secure payments to eligible states, territories, and counties containing federal land. The bill: (1) sets forth special rules for state and county payments for FY2016, and (2) requires all FY2016 payments to be made within 45 days of enactment of this bill. No funds made available to eligible counties under such Act may be used in lieu of, or to otherwise offset, a state funding source for a local school, facility, or educational purpose. The merchantable timber contracting pilot program is repealed. The bill extends through FY2019 the authority under such Act to initiate special projects on such federal lands and certain county activities. HB-717	Federal	Listing Reform Act (Sec. 2) This bill amends the Endangered Species Act of 1973 to allow the Department of the Interior or the Department of Commerce, as appropriate, to prioritize the consideration of petitions to list a species as endangered or threatened other than in the order in which the petitions are received. The appropriate department may not give general priority to petitions to add species to the list of endangered or threatened species over petitions to remove a species from the list. The deadline for the appropriate department to decide on whether or not a petition to list or remove a species should be granted is changed from within 12 months to as expeditiously as possible. The appropriate department is given the authority to preclude the listing of a species as threatened due to the likelihood of significant, cumulative economic effects that would result from such listing or from the likely resulting designation of critical habitat of the species. Once a petition is precluded due to those economic effects, the appropriate department may not reconsider that finding unless the department: (1) determines there is endangerment of extinction of the species; or (2) receives a new petition to add the species to the list that includes an analyses concluding that alternative actions are possible other than those resulting in significant, cumulative economic effects. HB-873	Federal	Global War on Terrorism War Memorial Act (Sec. 2) This bill allows the Global War on Terror Memorial Foundation to establish the National Global War on Terrorism Memorial as a commemorative work on federal land in the District of Columbia to commemorate and honor the members of the Armed Forces who served on active duty in support of the Global War on Terrorism. The memorial shall be established in accordance with the Commemorative Works Act. The bill prohibits the use of federal funds to pay any expenses for the establishment of the memorial. The Foundation shall be solely responsible for accepting contributions and paying expenses to establish the memorial. If, upon payment of all expenses for the establishment of the memorial or upon the expiration of the legislative authority for the memorial, there remains a balance of funds that was received to establish it, the Foundation shall transmit such funds to the Department of the Interior for deposit into the National Park Foundation account.
