Bill Summary: H.R. 2340 - Secure Rural Schools and Community Self-Determination Act Extension

This bill extends the Secure Rural Schools and Community Self-Determination Act of 2000. The act provides funding for states and counties that have federal land within their boundaries. The bill extends the secure payments for fiscal years 2014 through 2017, and includes a special rule for fiscal year 2016 payments. The Secretary of the Treasury is required to make all payments under this act for fiscal year 2016 within 45 days of the bill's enactment.

The bill also includes provisions for payments to eligible states and counties. The requirement for states and counties to elect to receive payment for fiscal years 2014 through 2017 is eliminated. Expenditure rules for eligible counties are amended to cover fiscal years 2014 through 2017. The bill clarifies that the funds provided under this act cannot be used to replace or offset state funding for local schools, facilities, or educational purposes.

Additionally, the bill amends various sections of the Secure Rural Schools and Community Self-Determination Act of 2000. It repeals the contracting pilot program, extends the resource advisory committees until 2017, and modifies the availability of project funds. The authority for special projects on federal land is extended until 2019, and the termination of authority is extended until 2019. It is suggested that the costs of implementing this bill will be offset.
