To provide that (1) whenever a terminated Citizens' Election Program candidate committee appears on the Treasurer's published unclaimed property list, certain individuals may apply to the Treasurer for removal of the committee's name from such list, and (2) the moneys associated with such committee's appearance on such list shall be included in the annual deposit of funds into the Citizens' Election Fund.
