To permit the Commissioner of Rehabilitation Services to accept gifts of money, to require certain municipalities to participate in the set-aside program, to expand the janitorial contract program to other types of services to authorize the use of a list of manufacturers and fabricators for certain state projects, to require minority representation on regional school boards and to ensure sufficiency of the Citizens' Election Fund.

An Act Increasing The Transparency Of General Bids For State Contracts. [SB-454]
To require the classifications of work established for prequalification purposes be set forth in a general bid, or require documentation of secondary subcontracts be submitted with the bid, to require construction-managers-at-risk to list such classifications in their bid and to require agents of the contracting agency to maintain certain documentation and be responsible for certain contractor violations.
