An Act Concerning Revisions To The State Codes Of Ethics. [SB-900]
To permit the Office of State Ethics to recover the amount of any financial benefit received by a state contractor for certain violations, to add a violation of section 1-101nn of the general statutes to the list of violations that are grounds for disqualifying a state contractor, to give the office the authority to interpret Parts III and IV of chapter 10 of the general statutes, to redefine "gift" for purposes of the codes of ethics, to exempt the office from certain fee requirements, and to make other changes to the codes of ethics.

An Act Concerning Subcontractor Prequalification And Classification Thresholds And Increasing The Threshold For Requiring Competitive Bidding Of Public Works Projects. [SB-978]
To change the threshold for requiring contracts be awarded to the lowest responsible and qualified bidder from five hundred thousand dollars to two million dollars, to require subcontractors to be prequalified at the time of bid submittal and to change the threshold for separate specifications for classes of work from twenty-five thousand dollars to one hundred thousand dollars.

An Act Streamlining Certain Processes At The Department Of Construction Services Concerning Construction Manager At-risk Project Delivery Contracts, The Hiring Of Consultants And Contracts For The Installation Of Prefabricated Buildings. [SB-1056]
To allow the construction manager at-risk to prepare the site prior to the completion of the guaranteed maximum price and to allow such price to be determined in phases, to permit the Department of Construction Services to enter into on-call contracts with consultants for programs involving a single client agency and to permit the department to purchase property and services for prefabricated buildings from persons holding a contract with the federal government without using formal bidding procedures.
