This Act creates a new statute that is patterned after and replaces the substantial assistance provision in Delaware’s drug trafficking statute but that is broader as it applies to any criminal sentencing. It provides the Attorney General the discretion to move sentencing court to sentence a convicted defendant who has provided substantial assistance to the State to a lesser term than is otherwise called for by law or to modify or reduce the sentence of one who has been previously sentenced and provides substantial assistance. An Act To Amend Title 16 Of The Delaware Code Relating To The Fee For Issuance Of Marriage Certificates. [HB-114]
This bill exempts active military personnel and their spouses from having to pay the $25.00 fee for a copy of their marriage license or certificates. Military personnel and their spouses are required to file multiple copies of their marriage licenses/certificates to apply for and prove eligibility for a wide array of military entitlements and benefits.

An Act To Amend Titles 14 And 15 Of The Delaware Code Relating To School Boards And School Board Elections. [HB-117]
This bill will save the State of Delaware money by having school board elections on the date of the general election and it will increase the voter turnout for school board elections. Currently, school board elections are held on the second Tuesday of May and can occur in any year. An Act To Amend Title 18 Of The Delaware Code Relating To Health Insurance. [HB-118]
This Act provides that if an entity requires a pharmacy to submit a request for payment electronically, then the pharmacy or its designated agent may choose to be reimbursed electronically, and in that event the entity shall electronically reimburse such pharmacy and shall provide the appropriate payment data electronically. In addition, an entity subject to this section may not impose a processing fee for the electronic reimbursement or for providing payment data electronically.

This Act shall make it unlawful for the owner of a vehicle operated on a highway to use or install scrolling, strobe, and/or blinking lights around a number plate for purposes of advertisement, conveying a message or any other communication, and/or that in any way causes distraction to another operator of a vehicle on the highway. The purpose of this legislation is to ensure the safety of Delaware’s highways.
