An Act Establishing A Department Of Elections Voting Equipment Selection Task Force. [HB-342]
At the recommendation of the Joint Sunset Committee (“Committee”), this Act establishes the Department of Elections Voting Equipment Selection Task Force (“Task Force”). The current voting equipment used in Delaware will need to be replaced by 2018 or 2020. The State Elections Commissioner has started reviewing the numerous options available on the market and requested that the Committee form a task force with legislative representation so that the Commissioner may present 3 to 5 options for purchase or lease. An Act To Amend Title 4 And Title 29 Of The Delaware Code Relating To The Joint Sunset Committee. [HB-343]
The Joint Sunset Committee has existed since at least 1980 and, over time, it has become clear that the Committee's name does not accurately reflect all of the work that the Committee actually performs. The Committee has "sunsetted" an agency under review only twice in the history of the Committee’s existence: the Unemployment Appeals Board in 2003, which was reformed in 2005, and the Council on Manufactured Housing in 2015. An Act To Amend Title 24 Of The Delaware Code Relating To Cosmetology And Barbering. [HB-346]
This Bill creates a licensure exemption for individuals engaged solely in the practice of hair braiding, which does not involve hair cutting, dyeing or the application of chemicals. In short, hair braiding is a low risk activity which does not require regulation. In the interests of public protection, the Bill adds a provision giving the Board authority to establish training standards for advanced practice techniques. An Act To Amend Title 24 Of The Delaware Code Relating To The Board Of Mental Health And Chemical Dependency Professionals. [HB-347]

An Act To Rescind And Reallocate Certain Settlement Funds To Provide A Supplemental Appropriation Of Such Funds To The State Aid To Local Law Enforcement Committee With Certain Conditions. [HB-354]
This bill rescinds the $1,515,600 in bank settlement funds previously allocated to the City of Wilmington by the Joint Finance Committee due to the City’s decision not to accept the funds as conditioned. The funds will now be distributed consisted with annual grant-in-aid funds offered to the State Aid to Local Enforcement Committee for the Emergency Illegal Drug Enforcement Program. There are specific conditions with these funds, including the exclusion of Dover due to its receipt of $579,569 in settlement funds that were not rescinded.

An Act To Amend Title 11 Of The Delaware Code Relating To Weapons. [HB-357]
Importers, manufacturers and dealers of “destructive weapons” are licensed and regulated under Federal law. Under existing Delaware law, importers, manufacturers and dealers of destructive weapons are not permitted to deliver them to purchasers in Delaware who are otherwise permitted to own such weapons, such as military or police forces. An Act To Amend Titles 14, 16, And 29 Of The Delaware Code Relating To The Able Program, The Delaware College Investment Plan, And The Deferred Compensation Plan. [HB-358]
This Act will merge the oversight of three different state-sponsored investment plans that hold non-state monies into a single new “Plans Management Board”. In addition, the Act amends the “Achieving a Better Life Act” (“ABLE”) passed during the last legislative session in order to conform that law to the evolving federal legislation upon which it was based. An Act To Amend Title 15 Of The Delaware Code Relating To Elections. [HB-392]
At the recommendation of the Joint Sunset Committee, this Act establishes the Reports Appeals Subcommittee to hear and decide appeals of the State Election Commissioner’s decisions regarding tardy and incomplete reports. This Act takes effect on February 15, 2017, so that it does not add new requirements to the State Board of Elections and reporting parties during this year’s election cycle. This Act also makes technical corrections to conform existing law to the guidelines of the Delaware Legislative Drafting Manual.

This bill is designed to provide an expedited review process for projects likely to have significant economic impact.
