An Act To Amend Title 30 Of The Delaware Code Relating To Earned Income Tax Credit. [HB-253]
This bill changes the earned income tax credit from nonrefundable to refundable and capable of exceeding the tax amount otherwise due. The credit is reduced from 20% of the corresponding federal earned income credit to 6% for 2017. That percentage increases 1% each year until it reaches 15% in 2026.

An Act To Amend Title 2 Of The Delaware Code Relating To The Deposit Of Settlement Proceeds Into The Transportation Trust Fund. [HB-256]
This bill requires that any one-time settlement money that has a value to the state (after payments and distributions required by the terms of the settlement) of more than $2 million shall be deposited to the Transportation Trust Fund. This promotes fiscal responsibility and integrity by curtailing the use of settlement moneys to offset deficiencies in the General Fund in a manner that is unsustainable – while at the same time providing additional moneys for the chronically under-resourced Transportation Trust Fund. An Act To Amend The Charter Of The Town Of Laurel Relating To The Qualifications For Mayor And Town Councilman. [HB-277]
House Bill 31 of the 148th General Assembly was passed by both chambers of the legislature, wherein the Charter of the Town of Laurel was amended to require that candidates for the Mayor and Town Councilpersons be a town resident for a minimum period of 1 year. HB 31 also added the qualification that candidates may not have been convicted of a felony, and each candidate running for office must submit a full background check conducted by the Delaware State Police. This bill repeats the 1 year residency requirement, but limits the felony prohibition

Mothers who give birth to multiples of 3 or more often have the same issue of requiring extensive medical pre-natal care. As a result, the benefits provided under the federal Family and Medical Leave Act (FMLA) are often exhausted by the time the mother and children are discharged from the hospital.
