An Act To Amend Title 29 Of The Delaware Code Relating To Services For Adults With Intellectual And Developmental Disabilities. [HB-104]
The state is currently funding service providers at 75% of the market rate established in a 2014 study that was done by DHSS. This bill would mandate an increase in the rates paid to service providers according to the recommendations of the market study, so that by fiscal year 2021 the state would fund service providers at 100% of the benchmarked rate. An Act To Amend Title 11 Relating To Illegal Purchases Of Firearms. [HB-174]
This Act raises the first offense of purchasing or obtaining a firearm for someone not legally qualified to own, possess or purchase one from a Class F to a Class E Felony. This change is to deter such "straw purchases" by making jail time more likely for the offender, and consequently, to reduce the number of people who cannot legally possess firearms but obtain them in this manner.

An Act To Amend Title 29 Of The Delaware Code Relating To The State Employees' Pension Plan. [HB-179]
This Act permits State employees who are employed by the Delaware State Police or Delaware Capitol Police and work in a variety of job titles, all of which are more commonly referred to as "9-1-1 operators," to retire at 25 years without any reduction.
