An Act Proposing An Amendment To The Delaware Constitution Relating To Geographical Balance Within The Judiciary. [SB-46]
Traditionally, at least one member of both the Court of Chancery and the Supreme Court have been residents of and been appointed from the Bars of each of the three counties, respectively. This Amendment is the 1st leg of a Constitutional Amendment to formalize that tradition and practice.

An Act To Amend Title 25 Of The Delaware Code Relating To The Delaware Uniform Common Interest Ownership Act. [SB-5]
This Act affirmatively authorizes preexisting common interest communities and approved common interest communities to comply with any or all of the provisions of the Delaware Uniform Common Interest Ownership Act that they are not already required to comply with. This Act may be cited as the Benjamin Kuntz Act. A dedicated Delawarean who spent countless hours chairing the Kent County Levy Court’s Homeowners Associations Resolving Problems (HARP) Committee. An Act To Amend Title 29 Of The Delaware Code Relating To Right-to-work Zones And The Gross Receipts Tax. [SB-54]
This Act allows the Director of the Delaware Economic Development Office to create right-to-work zones as part of its inducements to bring new businesses to Delaware and requires these zones to be offered for manufacturing businesses hiring at least 20 employees. It also exempts those manufacturing businesses from their gross receipts taxes for their first 5 years.

An Act To Amend Title 21 Of The Delaware Code Relating To Rules Of The Road. [SB-61]
This Act clarifies that school buses are not exempt from the requirement to stop at railroad grade crossings regulated by a traffic-control signal or at railroad grade crossings protected by crossing gates or flashing lights. Section 4163 currently is contrary to best safety practices requiring that school buses stop at these types of crossings to ensure optimal safety for students. This Act also makes additional changes to 4163 in keeping with the grammar and style guidelines of the Delaware Legislative Drafting Manual.

An Act To Amend Title 16 Of The Delaware Code Relating To Medical Marijuana. [SB-90]
This Act adds intractable epilepsy to the list of debilitating medical conditions for which a physician may supply a written certification for medical marijuana. It also specifically adds disorders such as dystonia which are characterized by involuntary muscle contractions that cause slow, repetitive movements or abnormal postures. Currently no form of medical marijuana is legally available for those with debilitating medical conditions if they are under 18 years old. The Regulatory Flexibility and Transparency Act of 2015 improves Delaware’s regulatory environment for individuals and small businesses in several significant ways. Under the Act, whenever an agency proposes to adopt or amend a regulation that is “substantially likely” to impose additional costs or burdens upon individuals and/or small businesses, that agency must prepare both a written regulatory flexibility analysis and a regulatory impact statement to be published by the Registrar of Regulations. An Act To Amend Title 11 Of The Delaware Code Relating To Falsely Reporting A Violation Of A Protection From Abuse Order. [SB-99]
This Act makes clear that it is a class A misdemeanor when a person, knowing the information reported is false or baseless, reports to a law-enforcement officer or agency that a Protection from Abuse Order has been violated.
