The continued existence and dissemination of juvenile criminal histories hampers an individual’s ability to be successful and a productive member of society. These criminal histories are a hindrance to employment, education, housing and credit. It is often difficult for indigent children, especially children in foster care, to overcome the hurdles required to obtain an expungement. The Delaware Commitment to Innovation Act promotes research and development in Delaware and encourages employers to locate or retain their headquarters here. Section 1 of this Act provides for adjustment of the applicable threshold for the research and development tax credit offered to small businesses. Section 2 of this Act updates the State’s research and development tax credit. An Act To Amend Title 11 Of The Delaware Code Related To Cruelty To Animals. [SB-22]
This bill allows first responders to use reasonable force to remove an animal confined in a motor vehicle under conditions likely to cause suffering, injury or death. The bill also allows a person removing an animal to use reasonable means to contact the owner and if unable to locate the owner, take the animal to an animal shelter. The bill provides for issuance of a fine in an amount no higher than $1,000 for a first offense.

The Delaware Health Resources Board determined there was a need in Kent County for additional in-patient rehabilitation services to treat patients who have suffered stroke, traumatic brain, orthopedic, and other such injuries and/or undergone surgical procedures requiring rehabilitation as well as follow-up out-patient services for those patients.
