An Act To Amend Title 16 Of The Delaware Code Relating To Prohibitions Regarding Human Fetal Tissue. [HB-413]
This bill prohibits the purchase, acquisition, receipt, or transfer of any human fetal tissue or the solicitation of such fetal tissue for certain purposes. Federal law 42 U.S.C.A. 289g-2 prohibits such actions if they affect interstate commerce and has similar penalties. A violation shall be a class C felony.

An Act To Amend Title 11 Of The Delaware Code Relating To The Classification Of Offenses. [HB-59]
This Act makes changes to the state’s list of statutory violent felonies (“list”). First, the Act adds two crimes, felony Promoting Sexual Solicitation of a Child and felony Resisting Arrest with Force or Violence, to the list. Second, the Act removes non-violent escape after conviction, lower level felony drug possession, and delivery of drug paraphernalia to a minor from the list. Additionally, the changes on line 16 are made to designate a previously undesignated paragraph, in keeping with the Delaware Legislative Drafting Manual.

An Act To Amend Title 29 Of The Delaware Code Relating To The State Employee Benefits Committee. [HB-71]
This bill will require that the State Employee Benefits Committee meet quarterly as opposed to bi-annually. In addition, the Committee will be required to issue a brief report each fiscal quarter that will provide basic financial information useful in tracking the solvency of the self-insurance fund.

An Act To Amend Title 11 Of The Delaware Code Relating To Vehicle Equipment. [HB-72]
As promoted in the Delaware Division of Motor Vehicles Motorcycle Operator Manual, it is recommended to motorcycle operators that they temporarily flash brake lights when stopping in order to increase visibility to other motorists. There are aftermarket products available for motorcycles that will automatically flash the brake lights up to five times, however these products are currently prohibited in the Delaware Code under the prohibition on flashing lights. This amendment will allow motorcycles to be equipped with this safety equipment.

An Act To Amend Title 6 Of The Delaware Code Relating To Sale Of Helmets. [HB-73]
Currently, there are helmets being sold in Delaware that are being advertised as being appropriate for use when operating a motorcycle even though they are not approved for highway use. This bill will prohibit retailers from advertising or stating that a helmet is qualified for use when driving a motorcycle if the helmet is not approved for highway use under Delaware law.

An Act To Amend Title 11 Of The Delaware Code Relating To The Crime Of Impersonation [HB-80]
This Bill adds to the crime of impersonation by including the impersonation of our members and veterans of the United States Armed Forces, commonly known as “Stolen Valor”. The crime is only applicable when the person intends impersonate a member or veteran of the United States Armed Forces in order to gain money, discounts, or other tangible benefits.

Creating A Sussex County Technical School District Property Tax Review Committee. [HCR-2]
The current requested tax cap ceiling is based upon information formulated and detailed in a November 2013 report issued by the Tax Rate Review Committee for the Sussex Technical School District. This resolution will allow the Subcommittee to review more up to date and detailed financial information and offer to the Legislative body other options that might be considered.
