Mandatory Minimum Reform Act of 2015 This bill amends the Controlled Substances Act and the Controlled Substances Import and Export Act to eliminate most drug offense mandatory minimum prison terms imposed on a defendant who imports, exports, manufactures, distributes, or possesses with intent to distribute a controlled substance. Stop Civil Asset Forfeiture Funding for Marijuana Suppression Act of 2015 This bill prohibits the Department of Justice Assets Forfeiture Fund from being used for the Drug Enforcement Administration's (DEA's) Domestic Cannabis Suppression/Eradication Program or any substantially similar program. No property may be transferred to a federal or state and local agency for purposes pertaining to such a program. The bill expresses the sense of Congress that the DEA's marijuana prohibition policy is an inappropriate use of resources.
