An Act To Amend Title 3 Relating To The Cultivation Of Industrial Hemp. [SB-266]
Under federal law, the cultivation of industrial hemp is only permitted for agricultural or academic research. There is federal legislation pending that may lift the restrictions on the cultivation of industrial hemp. Delaware law does not prohibit the cultivation of industrial hemp and Chapter 28 of Title 3 permits the cultivation of industrial hemp for agricultural or academic research to the maximum extent permitted by federal law.

An Act To Amend Title 29 Of The Delaware Code Relating To The Redistricting Of The General Assembly. [SB-27]
To establish more transparency in government, and to strengthen citizens' faith in the election and redistricting processes that serve as the foundation of democracy in Delaware, this bill establishes an Independent Redistricting Commission for the State of Delaware. The Commission will be responsible for drawing the boundaries of Delaware's legislative districts every ten years, following each decennial census.

An Act To Amend Title 18 Of The Delaware Code Relating To Coverage For Serious Mental Illness And Drug And Alcohol Dependency. [SB-41]
In an effort to reduce overdose deaths relating to the growing epidemic of opioid addiction, this Act requires carriers to provide coverage for medically necessary inpatient treatment of alcohol and drug dependencies and prohibits carriers from imposing precertification, prior authorization, pre-admission screening, or referral requirements for the diagnosis and treatment, including in-patient treatment, of drug and alcohol dependencies. An Act To Amend Title 25 Of The Delaware Code Relating To The Satisfaction And Partial Release Of Mortgages. [SB-52]
This Act will allow a retired Delaware attorney to satisfy a mortgage that the attorney paid off while in practice. Currently only attorneys still in active practice are permitted to satisfy mortgages under Section 2120. This limitation can leave no practicable way to satisfy a mortgage for which the lender fails to record a satisfaction as required by State law if the attorney who paid off the mortgage subsequently retires.
