This Joint Resolution creates an Advisory Panel to the Delaware Economic and Financial Advisory Council (DEFAC) that is tasked with developing a report concerning the States historic budgeting practices, the need for reasonable restrictions on the use of budget surpluses, the benefits of a budget stabilization fund, and such other matters as the Advisory Panel deems appropriate. An Act To Amend Title 24 Of The Delaware Code Relating To Regulatory Review Of Boards And Commissions. [SB-131]
This Act requires that a board or commission created after the effective date of this Act submit the initial adopted rules and regulations pertaining to the licensure, maintenance, and standards of the board or commission to the Joint Legislative Oversight and Sunset Committee, shall review the rules and regulations and make recommendations in accordance with § 10212 of Title 29.

An Act To Amend Title 29 Of The Delaware Code To Impose A Moratorium On The Publication Of Private Property Information By The Department Of Natural Resources And Environmental Control. [SB-133]
This Act acknowledges that the Department of Natural Resources and Environmental Control has been collecting natural resource data for years without the consent of the respective property owners. This Act further prohibits the dissemination of natural resource data to any person or entity without first disclosing the date and method of collection along with obtaining the written consent of the respective property owner.
