This Act creates a Chapter 60 in Title 11 relating to providing individuals Fair Notice. Specifically, the Act requires individuals considering a plea of guilty in a criminal court of law be provided information related to the collateral consequences of a conviction. In addition, the Act requires additional notice be provided to a person convicted of a crime at the time of sentencing and upon release.

An Act To Amend Title 12 Of The Delaware Code Relating To Creditors' Claims Against Decedents' Estates. [HB-154]
Currently, claims that arise at the death of the decedent are treated the same as claims that arise after the decedent's death. This bill changes how claims that arise at the time of decedent's death are treated by including them in the same class of claims that arise during the decedent's lifetime. By making this change, claims that arise at the death of the decedent would need to be based upon the conduct of the decedent rather than the conduct of the personal representative who, at the time of decedent's death, has not yet been appointed.

An Act To Amend Title 4 Of The Delaware Code Relating To Direct Purchasing And Shipment Of Wine. [HB-165]
This Act permits wine producers holding a valid license within this State or another state to obtain a license and ship wine directly to Delaware consumers so long as it is done through a common carrier with a carrier permit. This Act requires that wine producers pay the taxes normally due for wines; limits the amount of wine that a direct shipper of wine can sell to a single household to 3 9-liter cases per year; and limits the total amount of wine that the direct shipper of wine can ship directly to Delaware consumers to 1,800 9-liter cases annually.

An Act To Amend Title 11 Relating To Illegal Purchases Of Firearms. [HB-174]
This Act raises the first offense of purchasing or obtaining a firearm for someone not legally qualified to own, possess or purchase one from a Class F to a Class E Felony. This change is to deter such "straw purchases" by making jail time more likely for the offender, and consequently, to reduce the number of people who cannot legally possess firearms but obtain them in this manner.

An Act To Amend The Charter Of The Town Of Elsmere. [HB-19]
This bill is a follow-up to House Bill No. 432, a change to the Town of Elsmeres charter, passed in the 148th General Assembly. HB432 removed a cap on the amount of indebtedness the Town of Elsmere could incur to meet current expenses. This bill clarifies that such borrowing is intended to cover short term cash needs and shall not exceed anticipated revenue for the current fiscal year.
