An Act To Amend Title 7 Of The Delaware Code Relating To Weapons. [HB-263]
As it pertains to hunting laws of this State, there are specific requirements as to the type of weapon that may be used or carried while attempting to harvest game. This bill clarifies that a person licensed to carry a concealed deadly weapon may continue to do so while engaged in hunting or trapping activities without having to worry about violating a provision of Title 7 intended to deal with the harvesting of game. An Act To Amend Title 29 Of The Delaware Code Relating To Public Comment At Open Meetings. [HB-279]
This bill would require that public comment be permitted at all open meetings of any board, bureau, commission, department, agency, committee, ad hoc committee, special committee, temporary committee, advisory board and committee, subcommittee, legislative committee, association, group, panel or council. The minimum time will be one minute. Maximum time and procedural rules are left to the discretion of the meeting body.

An Act To Amend Title 16 Of The Delaware Code Relating To Notification Of Refugee Resettlement. [HB-299]
This bill requires the Secretary of the Department of Health and Social Services to immediately notify the Governor and the Secretary of the Department of Safety and Homeland Security of any refugee being resettled in this state if such refugee has lived within the preceding five years in a country determined by the U.S. Secretary of State to have provided support for acts of international terrorism pursuant to certain federal laws.

An Act To Amend Chapter 5, Title 19 Of The Delaware Code Relating To Permitting Those Under Age 14 To Perform Work For Equine Operations. [HB-300]
This Act permits those under 14, with the permission of a parent or one legally standing in the place of a parent, to volunteer or perform work for horse farms and other equine operations, just as those under 14 may do for other types of farms, and thus makes Delaware law consistent with Federal law.

An Act To Amend Title 6, Chapter 73 Of The Delaware Code To Permit Delaware Businesses To Raise Capital Through Intrastate Crowdfunding Activities. [HB-327]
This bill permits Delaware residents to become early stage investors in Delaware based startups through newly available crowdfunding platforms. The enabling of this new investment tool allows corporations and other business to offer or sell securities via crowdfunding efforts, provided (among other things) that the purchasers of such securities are Delaware residents, the aggregate amount raised by the business through this process cannot exceed $1 million in any twelve-month period, and no person can purchase more than $5,000 worth of securities (continued...)

This bill will allow a local school district board to delay new or changed rules, regulations, or administrative procedures from becoming effective during a school year once the school year has started. An Act To Amend Title 24 Of The Delaware Code Relating To Cosmetology And Barbering. [HB-346]
This Bill creates a licensure exemption for individuals engaged solely in the practice of hair braiding, which does not involve hair cutting, dyeing or the application of chemicals. In short, hair braiding is a low risk activity which does not require regulation. In the interests of public protection, the Bill adds a provision giving the Board authority to establish training standards for advanced practice techniques. An Act To Rescind And Reallocate Certain Settlement Funds To Provide A Supplemental Appropriation Of Such Funds To The State Aid To Local Law Enforcement Committee With Certain Conditions. [HB-354]
This bill rescinds the $1,515,600 in bank settlement funds previously allocated to the City of Wilmington by the Joint Finance Committee due to the City’s decision not to accept the funds as conditioned. The funds will now be distributed consisted with annual grant-in-aid funds offered to the State Aid to Local Enforcement Committee for the Emergency Illegal Drug Enforcement Program. There are specific conditions with these funds, including the exclusion of Dover due to its receipt of $579,569 in settlement funds that were not rescinded.
