An Act To Amend Title 29 Of The Delaware Code Relating To Land Use Planning. [HB-104]
The states pre-application process for land use process, known as PLUS, was created 20 years ago and has served to increase coordination among state and local agencies. In doing so, it has fulfilled its intent of providing predictability and consistency for the development community, especially in the area of major projects. Given that success, this bill assists in expediting the process for economic development projects in the State of Delaware with some exemptions from the PLUS process. An Act To Establish A Statewide Rate Of Purchase Of Care For Child Care Providers. [SB-59]
This bill directs the Department to pay a statewide rate to all child care providers that is aligned with the New Castle County rate through existing program funds. This service provides support for families with children birth to 12 years of age with access to child care to enable the caretaker to hold a job, obtain training or meet the special needs of the parent or child. The bill would pay licensed child care providers statewide at the reimbursement rate of New Castle County as determined by the 2021 Delaware Local Child Care Market Rate Survey.

An Act To Amend Title 2 Of The Delaware Code Relating To The Advisory Council On Walkability And Pedestrian Awareness. [SB-50]
This Act is a result of the Joint Legislative and Oversight Committee's review of the Advisory Council on Walkability and Pedestrian Awareness ("Council"). This Act codifies the Council, which was first established under Governor Ruth Ann Minner's Executive Order No. 83 (2006), disbanded in 2008, and re-established under Governor Jack Markell's Executive Order No. 54 (2015).
