An Act To Amend Title 9 And 14 Of The Delaware Code Relating To Exemptions From Taxation On Real Property. [HB-265]
This Act fully exempts county property taxes and local school taxes for a disabled veteran with a 100% VA rated service-connected, permanent and total disability or for a disabled veteran who is receiving 100% disability compensation due to individual unemployability. The 100% rating and disability compensation is determined by the United States Department of Veterans Affairs. An Act To Amend Title 21 Of The Delaware Code Relating To Equipment Violations. [HB-295]
This bill would allow a court of competent jurisdiction to dismiss minor equipment violations upon a showing that repair(s) have been made. The sections include inoperative horn, missing rear-view mirror, improper window tint, and inoperable headlights, taillights, turn signal lights, and lighting on a motorcycle.

An Act To Amend Title 14 Of The Delaware Code Relating To Optional Mid-year Unit Count. [HB-238]
This Act permits a school district to conduct on the last day of January an optional unit count of pupils who enrolled after the actual unit count was conducted and certified by the Department of Education. A school district will qualify for one-half of the value of the Division I and Division II state financial support for each additional unit under the optional unit count.

An Act To Amend Title 16 Of The Delaware Code Relating To Cigar Lounges Under The Clean Indoor Air Act. [HB-304]
This Act amends the Clean Indoor Air Act to allow cigar lounges. No one under the age of 21 years may enter a cigar lounge and a cigar lounge may not share indoor common space with other businesses unless there is a separate ventilation system that does not allow smoke from the cigar lounge to enter the nonsmoking spaces.

In 2009, New Hampshire was the first state to develop a statewide Gun Shop Project, reaching out to gun shops regarding the role they can play in suicide prevention. An Act To Amend Title 30 Of The Delaware Code Relating To Realty Transfer Tax Reduction. [HB-321]
This Act eliminates the state's portion of the realty transfer tax for closings for first time home buyers with a purchase price of $250,000 or less. The bill applies to a home buyer whose gross income is less than $45,000 or in the case of natural person joint purchasers whose combined gross income is less than $75,000.

An Act To Amend Title 7 Of The Delaware Code Relating To Motor Vehicle Emissions Testing. [HB-323]
This Act allows the owner of a vehicle which has a check engine light illuminated to be able to pass the Division of Motor Vehicles (DMV) On-board Diagnostic (OBD) test emission inspection if a Department of Natural Resources and Environmental Control (DNREC) certified emissions repair technician determines that the vehicle is operating within the manufacturers designed emission thresholds.
