An Act To Amend Title 29 Of The Delaware Code Relating To Municipal And County Construction Prevailing Wage Study Act. [HB-221]
This bill creates a 3-year exemption for county and municipal government contracts from prevailing wage requirements. Also the local governments will prepare cost study comparison reports for the Controller General's Office to compile and report to the General Assembly.

An Act To Amend Title 21 Of The Delaware Code Relating To Unattended Motor Vehicles. [HB-224]
Car theft was the primary impetus behind state codes prohibiting a motor vehicle owner to leave a car unattended with the keys in the ignition; a common habit to warm-up the vehicle during colder months. From 2013 to 2015, a total of 206 cars were stolen in Delaware due to the owner leaving the keys in the car while unattended; of these, 12 went unrecovered. Improved technology, such as remote starters, has instigated changes to these outdated statutes in several states. An Act To Amend Title 29 Of The Delaware Code Relating To Method Of Payment Of State Officials And Employees. [HB-254]
This bill changes the calculation of biweekly pay for State officials and employees to compensate for the 27th pay period that occurs approximately every 11 years. This calculation is used by the Federal government to fairly spread the impact of the 27th pay over all pay periods. The last leap year resulted in an additional 58 million dollar cost.

An Act To Amend Title 16 Of The Delaware Code Relating To Immunity For Donated Food. [HB-27]
Subchapter III, Chapter 68, Title 7 of the Delaware Code (Subchapter III) was originally enacted in 1982. In 1996, President Clinton signed the Bill Emerson Good Samaritan Food Donation Act, 42 U.S.C. § 1791 (Bill Emerson Act). The Bill Emerson Act preempts Subchapter III to the extent of any conflict, known as partial preemption.

An Act To Amend Title 7 Of The Delaware Code Relating To Funds Of The Regional Greenhouse Gas Initiative. [HB-273]
This Act will direct the first $8 million in auction proceeds received from the sale of emission allowances through the regional Greenhouse Gas Initiative and CO2 Emission Trading Program to be directed to the General Fund for the fiscal year 2018. The balance of the funds will be directed to the Secretary of the Department of Natural Resources and Environmental Control to be directed for the public benefit in accordance with the goals and purposes of this initiative.
