An Act Proposing An Amendment To The Delaware Constitution Relating To A Vacancy In The Office Of Lieutenant Governor [SB-250]
This is the 1st Leg of a Constitutional Amendment to hold a special election when there is a vacancy in the office of the Lieutenant Governor. It is modeled after the special election for the Legislative seats. As is the case with the Legislative special elections, the details of the special election process will be placed in Title 15 of the Delaware Code when the 2nd Leg of the Constitutional Amendment is passed by the following General Assembly and the Amendment becomes part of the Delaware Constitution. An Act To Amend Title 11 Of The Delaware Code Relating To Hate Crimes [SB-263]
This Act would add an additional criminal penalty if the offense committed was due to the victim being a law-enforcement officer, a volunteer firefighter, a full-time firefighter, emergency medical technician, paramedic, fire police officer, fire marshal, correctional officer, a sheriff, a deputy sheriff, public transit operator, a code enforcement constable or a code enforcement officer.

An Act To Amend Title 29 Of The Delaware Code Relating To Right-to-work Zones And The Gross Receipts Tax. [SB-54]
This Act allows the Director of the Delaware Economic Development Office to create right-to-work zones as part of its inducements to bring new businesses to Delaware and requires these zones to be offered for manufacturing businesses hiring at least 20 employees. It also exempts those manufacturing businesses from their gross receipts taxes for their first 5 years.

An Act To Amend Title 16 Of The Delaware Code Relating To The Certified Food Protection Manager Program. [SB-89]
In May 2014, the Department of Health and Social Services (“Department”) promulgated the State of Delaware Food Code, 4458, Title 16 of the Delaware Administrative Code. The State of Delaware Food Code requires all food establishments required to be permitted by the Department to have a certified food protection manager. This Act would require the Department to exempt charitable and fraternal organizations from this requirement. The Regulatory Flexibility and Transparency Act of 2015 improves Delaware’s regulatory environment for individuals and small businesses in several significant ways. Under the Act, whenever an agency proposes to adopt or amend a regulation that is “substantially likely” to impose additional costs or burdens upon individuals and/or small businesses, that agency must prepare both a written regulatory flexibility analysis and a regulatory impact statement to be published by the Registrar of Regulations.
