An Act Proposing An Amendment To Article I Of The Delaware Constitution Relating To Equal Rights. [HB-399]
This is the first leg of an amendment to the Delaware Constitution to provide equal rights on the basis of sex. There is no Equal Rights Amendment to the United States Constitution. While Congress passed the Amendment in 1972, it was not ratified by the requisite number of states by the 1982 deadline. Delaware, however, was one of the first states to ratify the Amendment. About half of the states across the country have passed Equal Rights Amendments to their state constitutions in order to provide protection against discrimination based on sex.

An Act To Amend Title 15 Of The Delaware Code Relating To Elections. [HB-400]
This bill provides for election day registration for presidential primary, primary, special, and general elections whereas currently the deadline is the fourth Saturday prior to the date of the election. Moreover, same day registration at polling places will be permitted with submission of valid government issued identification or other generally accepted proof of identification.

An Act Concurring In Proposed Amendments To The Delaware Constitution Relating To Continuity Of Governmental Operations. [HB-410]
This Act is the second leg of a constitutional amendment that would alter the continuity of government provisions of the Delaware Constitution to enable the effective continuance of government following a variety of emergency situations. The first leg of this amendment, House Bill No. 380 of the 148th General Assembly, passed both Houses with the two-thirds vote required by, and was publicized in accordance with, the Delaware Constitution.

An Act To Amend Title 21 Of The Delaware Code Relating To Disclosure Of Information Related To Automobile Insurance. [HB-413]
Before the filing of a lawsuit, automobile insurance companies are currently not required to disclose liability coverage information to an injured claimant or the attorney representing that claimant. However, once a lawsuit is filed, this information must be disclosed. This legislation will reduce the number of lawsuits filed by requiring automobile insurance companies to disclose liability coverage information prior to the time that a lawsuit is filed.

An Act To Amend Title 3 Of The Delaware Code Relating To Horse Racing. [HB-439]
This Bill authorizes the Thoroughbred Racing Commission to be a member of the new Interstate Anti-Doping and Drug Testing Standards Compact. Under the Bill the Thoroughbred Racing Commission would become a member of an interstate Compact with other party states for the establishment of uniform standards for drug testing of horses participating in horse racing. The Harness Racing Commission will not be a member of the Compact. The purpose of the Compact is to establish uniform requirements among the party states for the drug testing of horses participating
