This Act takes steps to ensure that individuals with disabilities are not denied access to organ transplant procedures based solely on their disability. Historically, individuals with disabilities have sometimes been denied access to life-saving organ transplants based on assumptions that people with disabilities are less worthy of care, or assumptions that the lack support services and/or the ability to follow post-transplant treatment plans. This bill prohibits denying a person with a disability a referral, evaluation and recommendation for transplantation

An Act To Amend Title 7 Of The Delaware Code Relating To Recycling And Waste Reduction. [HB-215]
This bill eliminates the sunset provision on the at-store recycling program for plastic bags. The program established in 2009 included a sunset provision until 2014. In 2014, the General Assembly extended that sunset provision to 2017. This bill eliminates the sunset provision permanently to encourage the continued routine for consumers to recycle plastic bags through at-store programs.

An Act To Amend Title 16 And Title 24 Of The Delaware Code Relating To Invasive Medical Procedures. [HB-219]
The 146th General Assembly gave the Department of Health and Social Services the authority to promulgate regulations and require accreditation for facilities that perform invasive medical procedures. The current terminology and definition of an invasive medical procedure has been frequently misinterpreted and caused a great deal of confusion in the medical community. An Act To Amend Title 20 Of The Delaware Code Relating To The Delaware National Guard. [HB-22]
This Act updates the requirements for Courts-Martial to ensure that all members of the Delaware National Guard receive due process through the military justice system. This legislation amends Title 20 to correct a constitutional defect in the current statute, which fails to provide sufficient appellate process. It further codifies longstanding tradition of giving the Attorney General right of first refusal on all prosecutions to avoid double jeopardy. An Act To Amend Title 21 Of The Delaware Code Relating To Unattended Motor Vehicles. [HB-224]
Car theft was the primary impetus behind state codes prohibiting a motor vehicle owner to leave a car unattended with the keys in the ignition; a common habit to warm-up the vehicle during colder months. From 2013 to 2015, a total of 206 cars were stolen in Delaware due to the owner leaving the keys in the car while unattended; of these, 12 went unrecovered. This bill encourages spaying, neutering, and vaccination in order to limit the number of unwanted cats and protect the public from rabies and other diseases carried by unvaccinated animals. The bill defines free-roaming cats and also free-roaming cat caretakers, who are one or more persons who may provide food, shelter, or medical treatment for free roaming cats without becoming an owner for legal purposes. An Act To Amend Title 30 Of The Delaware Code Relating To Taxes On Personal Income. [HB-240]
Sections 1 and 7 of this Act update from $400 to $800 the threshold which triggers the penalty for insufficient payment of estimated tax. The current threshold has been in place since 2000. Because it has not been modified in almost 20-years, the penalties generated as a result of this low threshold are often trivial amounts, which frustrate taxpayers. However, despite the penalties low dollar amounts, they still require significant resources to administer and resolve.
