An Act To Amend Title 16 Of The Delaware Code Relating To Emergency Medical Services Systems. [HB-315]
This bill establishes the Emergency Medical Services for Children program within the Office of Emergency Medical Services, and places the committee chair on the Delaware Emergency Medical Services Oversight Council. This program addresses the pediatric specific needs of Delaware’s children in the Emergency Medical Services system. This program is a Health Resources and Services Administration (HRSA) required performance measure, so its establishment will help preserve federal funding for the Delaware Emergency Medical Services Oversight Council.

An Act To Amend Title 3 Of The Delaware Code Relating To Horse Racing. [HB-320]
This bill formally designates Delaware Thoroughbred Horsemen’s Association Inc. (DTHA) as the sole representative for horse owners and trainers negotiating agreements to conduct live Thoroughbred horse racing. Presently, Delaware Park is the only authorized video lottery agent that also conducts Thoroughbred horse racing meets. DTHA has been incorporated since 1990 and has been bargaining with Delaware Park on behalf of Thoroughbred horse owners and trainers for approximately 18 years. An Act To Amend Titles 3, 5, 6, 7, 9, 10, 11, 16, 23, 29 And 30 Of The Delaware Code Relating To Sheriffs And Sheriff Deputies. [HB-325]
This bill makes the Delaware law clear that the county sheriffs and their deputies do not have arrest authority. Historically the sheriffs and deputies have not exercised arrest authority and the Attorney General’s office has given an opinion that the sheriff’s “power to arrest is no greater than that shared by any citizen.”

The Delaware Gaming Competitiveness Act of 2012 improves the ability of the Delaware Lottery and Delaware's video lottery agents to offer services to lottery players in an increasingly competitive marketplace. The Act authorizes internet gaming under the control and operation of the Delaware Lottery. The Delaware Lottery Office is authorized to conduct traditional lottery games over the internet. An Act To Amend Titles 1, 11, 16 And 29 Of The Delaware Code Relating To The Dissolution Of The Board Of Parole And Transfer Of The Board’s Responsibilities. [HB-35]
This Act dissolves the State Board of Parole and transfers its statutory functions to the Institutional Release Classification Board ("IRCB") and the courts. This Act does not alter or narrow eligibility for parole, nor does it limit the procedural rights or remedies available to parolees. In addition, victims will have the same right of notice and opportunity to be heard as they currently have with respect to Board of Parole hearings. An Act To Amend Title 30 Of The Delaware Code Relating To Personal Income Tax. [HB-350]
This bill creates a fund for the Home of the Brave Foundation for the purpose of allowing individual taxpayers to designate on their Delaware income tax return donations to the Home of the Brave Foundation Fund. The Home of the Brave Foundation is a non-profit organization with the primary goal of assisting homeless Veterans gain control of their lives by, among other things, providing shelter, vocational counseling, and access or referrals to psychotherapy and substance abuse treatment programs.

An Act To Amend Title 11 Of The Delaware Code Relating To Sexual Offenses. [HB-353]
This Act clarifies the usage of the term “without the victim’s consent” as found in the Criminal Code's rape statutory scheme. In contrast to current legislative intent, the term “without the victim’s consent” is being broadly defined in order to charge offenders that engage in consensual sexual acts with minors with the enhanced “forcible rape” offenses rather than the lesser “statutory rape” offenses. An Act To Amend Chapter 29, Title 30 Of The Delaware Code Pertaining To Wholesalers Gross Receipts Taxes. [HB-369]
In House Bills 10 and 142 of the first session of the 146th General Assembly, certain transactions engaged in by the Delaware City Refinery in the processes of acquiring raw materials, refining such materials, and distributing refined products were exempted from the Gross Receipts Tax. This bill revises the Delaware Charter School law to require that all charter school applications be submitted to local school boards for review and consideration. The bill requires local school boards to conduct a face-to-face meeting with the charter school applicant to review and discuss the application. Delaware’s seat belt law allows law enforcement to pull over a driver if the driver or anyone in the vehicle is not wearing a seat belt. It is a civil penalty with a fine of $25 plus court costs. However, 4802(g)(2)a. and b. of Title 21 of the Delaware Code provide that if a police officer charges a motorist with any other Title 21 offense, and the driver or passenger is not wearing a seatbelt, the officer can only issue a seat belt assessment (not a seat belt law citation) to the motorist.
