This bill provides that a person who is convicted of graffiti and was under the age of 21 at the time of the offense shall lose his/her driver’s license for a period of 30 days for the first offense and between 90 and 180 days for a second or subsequent offense.

This bill modifies the residence requirement of the Chief Investigative Services Officer from a county residency requirement to a state residency requirement. Chief Investigative Services Officers are required to perform statewide services. Many state employees work in one county but live in another. A county residency requirement can prevent qualified investigative services officers or other applicants from applying for the position of Chief Investigative Services Officer or require a well performing Chief Investigative Services Officer to be demoted

An Act To Amend Title 30 Of The Delaware Code Relating To Delaware Tax Credits. [HB-275]
This Act establishes the Veterans’ Opportunity Credit, which shall be awarded to employers hiring qualified veterans. The credit shall equal 10% of a qualified veteran’s wages, up to a maximum of $1,500. Employers may take the credit in the year the qualified veteran is hired and the two subsequent tax years.

This Act creates the criminal offense of home invasion as a new and separate crime in Delaware’s criminal code. Home invasion occurs when a person enters or remains unlawfully in someone else’s home, engages in or attempts to engage in certain crimes of violence against an occupant of the home, and causes physical injury to an occupant or is armed with a deadly weapon. Home invasion is a class B felony.

This bill allows an owner to have their motor vehicle title issued in transfer-on-death form by including in the certificate of title a designation of a beneficiary or beneficiaries so that, upon the owner’s death, the motor vehicle will be a non-probate asset that will pass to the beneficiary or beneficiaries named in the title.

An Act To Amend Title 18 Of The Delaware Code Relating To School Based Health Centers And Insurance. [HB-303]
School Based Health Centers exist in 28 Delaware high schools and provide convenient and effective health services to students. The federal government is requiring that Delaware change the manner in which it bills for SBHC services, by requiring that private insurers be billed before Medicaid is billed. This legislation establishes the framework for doing such billing.

An Act To Amend Chapter 80, Title 15 Of The Delaware Code Relating To Violations Of Campaign Finance Laws. [HB-310]
This bill enhances the penalties applicable to the late filing of election disclosure reports by increasing the penalty for a late filing from $50 per month to $50 per day. In addition, it provides that a reporting party who files an incomplete report will be subject to the same penalties as a reporting party who files a tardy report. Any reporting party who fails to include the “paid for by…” disclaimer required by 8021 of this title shall be fined $500 or 25% of the cost of the ad, whichever is greater.
