This Act revises the existing scholarship program for library and archival professionals seeking their master’s degree to also permit scholarships for library and archives staff seeking a bachelor’s degree prior to or a doctoral degree after their master’s degree. This bill will assist Delaware libraries in their efforts to retain and attract qualified professionals. The scholarship would be named in honor of the late Representative Ada Leigh Soles who represented Newark in the Delaware General Assembly from 1980 to 1992. An Act To Amend Title 21 Of The Delaware Code Relating To Motor Vehicles. [HB-157]
This Act allows rules, regulations, and guidelines to be developed which would authorize new motor vehicle dealers to inspect motor vehicles, 5 model years old or newer, and owned by that dealership. The inspections will only relate to safety and the vehicle identification number (VIN). This authorization does not relate to emissions inspections, which are not currently required for models 5 years old or newer. Emissions testing is done by the State of Delaware. An Act To Amend Chapter 326, Volume 67 And Chapter 353, Volume 72 Of The Laws Of Delaware And Title 7 Of The Delaware Code Relating To The Delaware Hazardous Substance Cleanup Act. [HB-163]
This Act eliminates the sunset provisions of the Delaware Hazardous Substance Cleanup Act. The Hazardous Substance Cleanup Act was enacted by the General Assembly in 1990 and re-authorized in 2000. During its time, the Act has enabled the Department of Natural Resources and Environmental Control to assist with the clean-up of 21 federal Superfund sites and 204 state-led sites, contribute to the revitalization of 155 Brownfield properties, and close 187 leaking underground storage tank locations. An Act To Amend Title 24 Of The Delaware Code Relating To The Medical Practice Act And The Board Of Medical Licensure And Discipline. [HB-165]
This bill clarifies that the duty of physicians and health care facilities to report under this paragraph is to report changes that result in the partial or full removal of a physician’s hospital privileges as the result of adverse events, unprofessional conduct or competency issues and not to report changes that enhance or add to the physician’s privileges.

An Act To Amend Title 9 Of The Delaware Code Relating To Kent County. [HB-169]
This Act eliminates the current Board of Assessment in Kent County and establishes a Board of Assessment Review. The Board of Assessment Review will consist of seven members that are paid per meeting as opposed to a salary and will perform those functions as established by Levy Court as well as those functions provided in the Code. An Act To Amend Title 30 Of The Delaware Code Relating To State Taxes On Telegraph And Telephone Companies. [HB-181]
This Act provides a credit against the tax on telephone lines and transmitters that is measured as a percentage of the capital investment made in Delaware by a taxpayer and its affiliates, and provides the credit shall not be treated as an unforeseen change in a service provider’s costs of providing telecommunications services. The Act also repeals the tax on telephone lines and transmitters after 2013.

An Act To Amend Title 7 Of The Delaware Code Relating To The Clean Air Act Title V Operating Permit Program. [HB-186]
This legislation reauthorizes the Clean Air Act Title V Operating Program by extending the program until December 31, 2014. The program oversees the state’s largest manufacturing, industrial and commercial sources of air emissions. By law the program sunsets every three years and is subject to review by the Title V Operating Permit Program Advisory Committee.
