This Act revises the existing scholarship program for library and archival professionals seeking their master’s degree to also permit scholarships for library and archives staff seeking a bachelor’s degree prior to or a doctoral degree after their master’s degree. This bill will assist Delaware libraries in their efforts to retain and attract qualified professionals. An Act To Amend Title 21 Of The Delaware Code Relating To Motor Vehicles. [HB-157]
This Act allows rules, regulations, and guidelines to be developed which would authorize new motor vehicle dealers to inspect motor vehicles, 5 model years old or newer, and owned by that dealership. The inspections will only relate to safety and the vehicle identification number (VIN). An Act To Amend Title 30 Of The Delaware Code Relating To State Taxes On Telegraph And Telephone Companies. [HB-181]
This Act provides a credit against the tax on telephone lines and transmitters that is measured as a percentage of the capital investment made in Delaware by a taxpayer and its affiliates, and provides the credit shall not be treated as an unforeseen change in a service provider’s costs of providing telecommunications services. The Act also repeals the tax on telephone lines and transmitters after 2013.

This legislation reauthorizes the Clean Air Act Title V Operating Program by extending the program until December 31, 2014.
