An Act To Amend Title 16 Of The Delaware Code Relating To Criminal Background Checks And Mandatory Drug Testing. [SB-122]
This Act requires that all Delaware Psychiatric Center employees providing direct care to patients be subject to criminal background checks and drug testing. The drug testing provides for both pre-employment testing and testing where reasonable suspicion that an individual is impaired by an illegal drug exists.

An Act To Amend Title 28 Of The Delaware Code Relating To Nonprofit Charitable Gaming. [SB-134]
This bill amends Title 28, Chapter 11 of the Delaware Code to add language to permit persons 16-18 years of age to conduct or assist in conducting bingo games, and persons over the age of 14 to serve as waiters and waitresses at bingo games, while not allowing such persons to play in the bingo game. It would also raise the amount which can be won in a single cookie jar bingo game to whatever amount the Board sets. Author: Sen. Ennis

This Act will generate an additional $6.5 million in resources for the General Fund to help manage the $26.1 million budget shortfall for Fiscal Year 2009 projected at the May 2009 DEFAC meeting. An Act To Amend Title 11 Of The Delaware Code Relating To Offenses Against The Person. [SB-197]
Currently there is not a crime of strangulation in Delaware's criminal code. Cases of strangulation have been prosecuted using the crime of assault or even the misdemeanor charge of offensive touching. This Act recognizes the severity of the crime of strangulation by making it a stand-alone felony. Strangulation is a leading indicator in domestic violence deaths. Delaware would become the 19th state with a strangulation felony law on the books.

An Act To Amend Title 30 Of The Delaware Code Providing For An Extension Of The Historic Preservation Tax Credit Act. [SB-209]
This Act provides for a 10-year extension to the Historic Preservation Tax Credit Act which is scheduled to expire in June 2010. Seventy-five (75) historic buildings throughout the State have been rehabilitated and preserved for future generations as a result of this program. Since its inception in 2001, the State has awarded $34 million in tax credits that have leveraged more than $166 million in private-sector rehabilitation expenditures plus additional tens of millions in site acquisition investments. An Act To Amend Title 13 Of The Delaware Code Relating To The Division Of Child Support Enforcement. [SB-213]
This Bill would allow the Division of Child Support Enforcement to disburse support payments electronically, either by direct deposit to a bank account or to a stored value card, instead of by mailing checks. Provision is made for exceptions to this practice where disbursing payments to the child support obligee by electronic transfer is not feasible.
