An Act To Amend Title 7 Of The Delaware Code Relating To Fees Chargeable In Connection With Stormwater Discharge. [HB-476]
This Bill provides a mechanism for providing relief from stormwater management fees imposed on property owners who do not currently discharge stormwater directly into a stormwater conveyance system constructed, maintained, or operated by the local government or conservation district imposing the fee. Fees currently charged in violation of this section are rescinded.

This Act allows for a Personal Income Tax deduction for the amount of motor vehicle document fee paid during the tax year 2009. If manufactured in Delaware, the deduction allowed is doubled.

An Act To Amend Title 11 Of The Delaware Code Relating To Crimes And Criminal Procedure. [HB-485]
This bill defines the Division of Professional Regulation as a "criminal justice agency" for purposes of Chapters 85 and 86 of Title 11. As a result, the Division will be provided greater access to information maintained by the State Bureau of Identification and Delaware Criminal Justice Information System (DELJIS). An Act To Amend Title 21 Of The Delaware Code Relating To Special License Or Registration Plates For Flyers Charities. [HB-489]
This Act creates a special license plate for Flyers Charities which will help raise both money and awareness for the charity’s philanthropic activities in Delaware. The threshold for license plates is lowered from 200 to 100 by this bill, in order to allow the Comcast-Spectacor Foundation to gain a stronger charitable presence in Delaware. An Act To Amend Title 29 Of The Delaware Code Relating To The Composition Of State Economic Development. [HB-490]
This bill creates the Delaware Film Incentive Program that will provide a loan guarantee to film projects which meet certain specified criteria. A seven-member Film Board is created to review applications for guaranteed loans for film projects, and to also study, research, plan, and advise the Director of the Economic Development Office and the Governor on matters relating to economic development and strategic opportunities in the film-making and related entertainment industry. An Act To Amend Titles 30, 12, And 3 Of The Delaware Code Relating To The Delaware Estate Tax. [HB-492]
Many Delaware domiciliaries own homes in other states that have no estate tax. The Delaware estate tax law could have the unintended effect of causing these Delaware domiciliaries, who currently pay Delaware income tax, to change their state of domicile to another state to avoid the Delaware estate tax, thereby reducing the amount of income tax collected by the State. For this reason, the bill’s provisions will return as they were immediately prior to the date when the present statute was enacted.

An Act To Amend Title 30 Of The Delaware Code Relating To Gross Receipts Taxes. [HB-495]
This Act decreases certain business and occupational tax rates, known as gross receipt taxes, by 6.7% across the board. The reduction is funded by a reduction in the State workforce by 500 positions, through attrition, implemented on a rolling basis. The $13 million in savings resulting from workforce reduction covers the 6.7% Gross Receipts tax reduction, valued at $13 million. Additional State revenue is expected as a result of businesses having an additional $13 million to put back into the economy.

An Act To Amend Title 29 Of The Delaware Code Relating To Unpaid Leaves Of Absence. [HB-53]
This bill prohibits the granting of a leave of absence to a State employee for the purpose of serving a term of incarceration imposed upon the employee after a conviction. The term ‘State employee’ is defined as any position of State employment, except a Constitutionally-created position or an elected position. The definition of conviction which is defined in 11 Del. C. 222(3) is “a verdict of guilty by the trier of fact, whether judge or jury, or a plea of guilty or a plea of nolo contendere accepted by the court.”

An Act To Amend Title 29 Of The Delaware Code Relating To The Delaware Compensation Commission. [HB-55]
This bill changes the name of the Delaware Compensation Commission to the Delaware Salary Survey Commission. The salary recommendation report issued every four years is an advisory report which does not bind the Governor, the General Assembly, or the Joint Finance Committee. Offices presently covered by the Compensation Commission are expected to generally receive the same pay raises received by general State employees. An Act To Amend Title 16 Of The Delaware Code Relating To The Department Of Health And Social Services. [HB-6]
This Bill requires the Secretary of the Department of Health and Social Services to implement a mandatory dress code for all Department employees working at the Delaware Psychiatric Center (DPC) within one year of the date of enactment of this Bill, subject to funding by the Legislature. The intent of this Bill is to help delineate employees of the DPC from patients thereof with the purpose of increasing visibility of such employees.
