An Act To Amend Title 29 Of The Delaware Code Relating To The Composition Of The General Fund And State Economic Development. [HB-250]
The Delaware Film Finance Incentive Program will provide a loan guarantee to film projects which demonstrate exceptional probability of repaying their loan. The qualifications for that standard are based upon New Mexico's extremely successful Film Investment Loan program. The qualifications, in brief, are: 1. That the film project has 70% of its financing already secured and in escrow; 2. That the film project has secured international distribution in major territories; and 3. An Act To Amend Titles 22 And 25 Of The Delaware Code To Authorize The Collection Of Liens By Writ Of Monition. [HB-26]
This act authorizes any county or municipality to treat unpaid liens as a tax lien against the property subject to the lien and to collect such liens in the same manner as other tax liens, including proceedings pursuant to a writ of monition.

An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses And Sale And Distribution Of Tobacco Products. [HB-269]
This bill requires a person engaged in the sale or distribution of tobacco products to demand proof of age from a prospective purchaser or recipient of such products who is under the age of 27 years. A notice is to be posted conspicuously at each tobacco vending machine as well as at each point of purchase. Also, the bill makes it unlawful to maintain such products except in a tobacco vending machine in any display accessible to customers that is not under the control of a cashier or employee.

An Act To Amend Titles 11, 16, 17 And 21 Of The Delaware Code Relating To Criminal Mischief, Graffiti, And Other Injury To A Scenic And Historical Highway Or A Scenic Byway. [HB-276]
This bill adds a mandatory $500 penalty to criminal and/or civil charges of injuring, damaging, littering, or applying graffiti to or along a scenic and historical highway or a scenic byway, as defined in 17 Del.C. 101(a)(9), as follows: 101(a)(9) A “Scenic and Historic Highway” or “Scenic Byway” is a transportation route which is adjacent to or runs along or next to an area that has particular intrinsic scenic, historic, recreational, cultural or archaeology qualities for which such transportation route is managed in order to protect such characteristics (continued...)

An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-304]
This bill provides that a person who stands in a position of trust, authority or supervision over a child who is at least 16 years old but not yet 18 years old and intentionally engages in sexual intercourse or sexual penetration with such child or an invitee or designee of such person shall have committed the offense of Rape in the 3rd degree which is a class B felony. This offense is currently Rape in the 4th degree which is a class C felony.
