This bill increases the penalties for the crime of “sex offender unlawful sexual conduct against a child” when the victim is under the age of eighteen and has a cognitive disability. Additionally, the bill amends the definition of “without consent” as it applies to sex crimes to help protect individuals with cognitive disabilities.

An Act To Amend Title 21 Of The Delaware Code Relating To The Classification Of Certain Minor Traffic Offenses. [HB-21]
This Bill designates minor traffic offenses as violations, most of which 4102 of Title 21 of the Code currently classifies, by default, as misdemeanors since Title 21 generally does not designate offenses as violations, misdemeanors or felonies. The purpose of this Bill is to make the designations for traffic offenses proportional to the seriousness of the offense. This Bill clarifies that the Debt Management Services Act is intended to regulate providers who negotiate terms or concessions related to an individual’s unsecured debt. Businesses offering to negotiate modification of mortgage loans on behalf of individuals with homes in foreclosure are required to comply with provisions of the “Mortgage Rescue Fraud Protection Act” in 6 Del. C. Chapter 24B.
