An Act To Amend Title 4 Of The Delaware Code Relating To Alcoholic Beverage Control Licenses And Taxes, And Direct Purchasing And Shipment Of Wine. [HB-180]
This bill would permit wine producers holding a valid license in this state or another state to obtain a license and ship wine directly to Delaware consumers so long as it is done through a common carrier with a "Carrier Permit". The bill requires the payment of taxes and obtaining the signature of a person 21 years of age or older before delivery of the wine.

An Act To Amend Titles 3 And 29 Of The Delaware Code Relating To The Licensing Of Venues Which Did Not Conduct Harness Racing During 1992 As Video Lottery Agents. [HB-194]
This Act authorizes any holder of a valid Delaware thoroughbred or harness racing license granted as of September 1, 2008: (1) the right to become a video lottery agent if it otherwise meets the eligibility criteria for licensure; (2) the obligation to maintain a certain minimum number of harness racing race days; and (3) the duty to make payments to the State Lottery Fund comparable to those made by existing video lottery agents. An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-196]
This act is intended to address the alarming increase in the number of robberies of delivery and service employees. This act makes it a robbery of the most serious degree (Robbery in the First Degree: 3-25 years in prison) to lure or entice a person lawfully performing the duties his or her employment to a location for the purpose committing a robbery against such person.

An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-206]
This bill increases the penalties for the crime of “sex offender unlawful sexual conduct against a child” when the victim is under the age of eighteen and has a cognitive disability. Additionally, the bill amends the definition of “without consent” as it applies to sex crimes to help protect individuals with cognitive disabilities.

An Act To Amend Title 21 Of The Delaware Code Relating To The Classification Of Certain Minor Traffic Offenses. [HB-21]
This Bill designates minor traffic offenses as violations, most of which 4102 of Title 21 of the Code currently classifies, by default, as misdemeanors since Title 21 generally does not designate offenses as violations, misdemeanors or felonies. The purpose of this Bill is to make the designations for traffic offenses proportional to the seriousness of the offense. An Act To Amend Title 29 Of The Delaware Code Relating To Reports In Electronic Format To The Delaware General Assembly. [HB-222]
This Act provides that any periodic report that a State agency, board, committee and/or commission is required by law to report to the General Assembly may, alternatively, be provided to Members of the General Assembly in electronic format. This Act is very likely to result in significant cost-savings as well as significantly reduce the volume of materials that must be disposed of or recycled by State government.

An Act To Amend Title 6 Of The Delaware Code Relating To Debt Management Services. [HB-232]
This Bill clarifies that the Debt Management Services Act is intended to regulate providers who negotiate terms or concessions related to an individual’s unsecured debt. Businesses offering to negotiate modification of mortgage loans on behalf of individuals with homes in foreclosure are required to comply with provisions of the “Mortgage Rescue Fraud Protection Act” in 6 Del. An Act To Amend Title 24 Of The Delaware Code Relating To Professions And Occupations. [HB-249]
This bill would require a pharmacy to provide to a person who requests their pharmacy records to be provided such records. In addition, the bill requires the pharmacy to follow the pharmacy’s standard protocol, when producing the records, to ensure confidentiality of the records.
