An Act To Amend Titles 7 And 30 Of The Delaware Code Relating To Gross Receipts Taxes. [HB-127]
This Act provides a gross receipts tax cut to all taxpayers by: (a) cutting rates across-the-board by 3% and (b) increasing by 25% the monthly and quarterly exclusion levels for all business categories. It clarifies the rate reduction scheduled to take effect in 2014 and it restores full funding for the Hazardous Substance Clean-up program two-years earlier than originally planned. An Act To Amend Title 30 Of The Delaware Code And Chapter 77, Volume 77 Of The Laws Of Delaware Relating To Taxes On Personal Income. [HB-128]
This Act reduces from 6.95% to 6.75% the personal income tax rate on taxable income in excess of $60,000. The Act also maintains the 2014 sunset, which returns the top rate to 5.95%.

This Act subtracts from Delaware taxable income any income received from the armed forces by residents of Delaware who are serving on active duty. This taxable income deduction is modeled after that allowed by Montana.

Forty-eight (48) states have established brain injury advisory boards or councils to facilitate planning, assessment, and improved service coordination for brain injury survivors. Twenty-four (24) of the states, including New Jersey and Maryland, have established such boards or councils by statute. The formal establishment and active operation of an interdisciplinary state board or council is often a prerequisite for qualifying for federal brain injury funds. An Act To Amend Title 17 Of The Delaware Code Relating To Variable Message Signs On State Toll Highways. [HB-150]
This bill prevents the installation and operation of variable message signs intended to be read by those traveling on the tolled portions of State Route One.
