An Act To Amend Title 11 Of The Delaware Code Relating To Crimes Against Children. [SB-32]
Currently abandonment of a child less than 16 years of age is a misdemeanor and abandonment of a child 16 years of age and older is not a crime. This would make all cases of child abandonment a felony, with children under 14 a class E felony and those 14 or over a class F felony. Author: Senator Blevins

An Act To Amend Title 13 Of The Delaware Code Relating To Termination And Transfer Of Parental Rights In Adoption Proceedings. [SB-34]
This bill tightens a few areas in the termination of parental rights statute pertaining to children abandoned by their parents or killed or almost killed by their parents. First, it expands the abandonment age from 6 months to 6 years old where children are left in circumstances which place the child at substantial risk of injury or death. It also allows termination of parental rights, where the grounds can be proven, if a parent causes the death or near death of any child, and includes reckless conduct as well. Author: Senator Blevins

An Act To Amend Title 14 Of The Delaware Code Relating To Foster Care And The Seed Program. [SB-41]
This Act would allow children who are leaving foster care to have access to the SEED scholarship, without the condition that they begin their higher education immediately after high school. This Act also allows them to attend school part-time. These exceptions are necessary because children aging out of foster care have the unique responsibility to support themselves and may not be able to follow the traditional timetable that children with the support of a more traditional family are able to follow.

An Act Proposing An Amendment To Article I, Section 12 Of The Delaware Constitution Of 1897 Relating To Criminal Procedures. [SB-60]
This Act is the first leg of a constitutional amendment that will modernize the bail provisions within the Delaware Constitution and clarify the power of the General Assembly to define either certain offenses for which, or circumstances under which, pre-trial release on bail may not be available. The provision that states that only “capital offenses” are not bailable first appeared in its present form in the Delaware Constitution of 1792. At that time, “capital offenses” included many more offenses than the term does today, when the only capital

An Act To Amend Title 18 Of The Delaware Code Relating To Dental Insurance And Children With Severe Disabilities. [SB-65]
Parents of children with severe disabilities experience difficulty in identifying practitioners willing and able to provide effective dental care. Children with autism or mental deficiency are often uncooperative with treatment. Children with postural or mobility impairments may be unable to transfer from a wheelchair or sit in a standard dental treatment chair. Strict application of “in-network” insurance restrictions exacerbates the parents dilemma since there may be no nearby in-network dentist willing and able to treat their child. When parents
