This legislation provides for the operation of the courts in the event of an emergency due to natural or manmade causes that destroys or severely damages one or more court facilities or severely impacts the ability to staff the courts. An Act To Amend Title 29 Of The Delaware Code Relating To Reciprocal Preferences. [SB-256]
A number of states give local businesses some sort of preference when they contract for goods and services. Preferences may be “all other things being equal” it goes to the local business or some percentage by which the local business’ bid may be higher than an out-of-state business’s bid. This Act simply says that whatever another state does to Delaware businesses, Delaware may do to businesses from that State.

An Act To Amend Title 29 Of The Delaware Code Relating To Public Hearings. [SB-257]
Currently, when a public hearing on an Agency regulation is announced for not only a specific date and starting time but a specific ending time as well [example: on 4/22/10 from 7 pm until 9 pm], the public assumes that they can show up at 8:30 pm and be heard unless there are too many people already signed up to be heard. Unfortunately when a public hearing is sparsely attended the Agency may end the public hearing before the time advertised for its conclusion. This Act holds the Agency to the time frame announced for the public hearing.

An Act To Amend Titles 29 And 30 Of The Delaware Code Relating To Economic Development Incentives. [SB-294]
Section 1 of this Act establishes the Job Incentive Fund, which is designed to provide grants to firms that expand and diversify the most vital components of Delaware’s economy. Section 2 of this Act provides a multi-year funding source for the grants by earmarking Abandoned Property revenues. Section 3 of this Act removes the sunset from the State’s current employment and investment tax incentives and leaves them in effect.

This act promotes the reporting of child abuse and allegations of unprofessional practice by healthcare practitioners and institutions. Section 1 clarifies that the mandatory duty to report child abuse or neglect applies to all persons, and specifically includes institutions such as hospitals, nursing homes and the Medical Society. An Act To Amend Title 24 Of The Delaware Code Relating To The Imposition Of Fines By The Board Of Medical Practice. [SB-298]
This act increases the incentive for persons with a mandatory reporting obligation under the Medical Practice Act to comply with their obligation under that Act. Sections 1 and 2 of the bill give the Board of Medical Practice additional flexibility to impose appropriate fines by increasing the range of fines from a maximum of $5,000 to a maximum of $10,000 for a first violation and $50,000 for a subsequent violation. Sections 2 - 6 of the bill address the problem identified by the Department of Justice that the Board of Medical Practice lacks power

An Act To Amend Title 28 Of The Delaware Code Relating To Nonprofit Charitable Gaming. [SB-31]
This Bill amends Title 28, Chapters 11 and 15 of the Delaware Code as it relates to charitable gambling as defined under the authority of the Delaware Gaming Control Board. It would add language to indicate that permits as well as licenses may be issued depending on the type of game involved, increase the monetary payout of the “cookie jar bingo” game from $500.00 to $1000.00, increase the value of certain prizes and allow reasonable compensation to be paid to person(s) assisting in the conducting of the function(s).
