An Act To Amend Title 15 Of The Delaware Code Relating To Candidate Committees. [SB-207]
This Act limits the life of a candidate committee to 6 months after the death of the candidate for which it was formed. Some candidate committees have been distributing funds for years after the death of the candidate. This Act shall not apply to any candidate committee whose candidate has died prior to this Act’s enactment into law.

An Act To Amend Titles 7 And 21 Of The Delaware Code Relating To Motor Vehicles. [SB-215]
This Bill provides an exception to Title 21 registration requirements for certified emission technicians while testing vehicles in order to aid in passing inspections at DMV. It permits driving only during the on board diagnostic testing process, with a permit to be issued by the Department of Natural Resources.

An Act To Amend Title 5 Of The Delaware Code Relating To Variable Rates For Revolving Credit Plans. [SB-216]
This Act provides a clarifying amendment to 944 of Title 5 of the Delaware Code, and does not change the meaning of the existing statute. The Act clarifies that a schedule or formula providing for a maximum rate of interest under a revolving credit plan does not preclude a bank or licensed lender regulated by the State Bank Commissioner from charging or reserving the right to charge, by discretion or otherwise, a rate lower than any maximum rate provided for in any schedule or formula. An Act To Amend Title 11 Of The Delaware Code Relating To Crimes Against Children And Specific Offenses. [SB-229]
This Act implements one of the recommendations made in the Final Report of the Independent Review of the Earl Brian Bradley Case which was commissioned by the Governor and was issued on May 10, 2010. The Act clarifies who is in a “position of trust, authority or supervision over a child” and may therefore be subject to the enhanced penalties associated with the crimes defining sexual abuse of children. Sections 1 and 2 of the Act is intended to clarify the meaning of the term “willful misconduct” as used in Chapter 33 of Title 12 and governing instruments. Section 3 of the Act is intended to clarify the effect of a governing instrument provision regarding the retention of property.
