An Act To Amend Title 14 Of The Delaware Code Relating To The Red Clay Consolidated School District Bus Safety Camera Pilot Program. [HB-202]
This bill creates a pilot program for the Red Clay School District to utilize external camera systems on their school buses to catch motorists that illegally pass school buses and to punish these motorists by issuing them a civil penalty. The purpose of this bill is to protect children as they are in the process of boarding and exiting the school bus and to spread awareness of school bus traffic safety. An Act To Amend The Delaware Code Relating To Clean Water For Delaware. [HB-200]
Many of the States waters do not meet water quality standards to support their designated uses, such as for drinking, swimming or supporting aquatic life. The Clean Water for Delaware Act establishes a framework for assessing needs and planning and implementing projects that support Delawares efforts to improve the quality of the States water supply and waterways. A Delaware Clean Water Trust account is created as a funding source for executing projects highlighted by this framework.

This bill requires that inadvertent out-of-network services be included in individual and group health insurance policies as well as group and blank health insurance policies. This bill defines inadvertent out-of-network services are those services that are covered under a policy or contract of health insurances, but are provided by an out-of-network provider in an in-network facility, or when in-network health care services are unavailable or not made available to the insured in the facility. An Act To Amend Title 16 Of The Delaware Code Relating To The Delaware Litter Control Law. [SB-208]
The intent of this Act is to reduce the amount of waste that ends up in the environment and to raise awareness of the need to properly dispose of balloons. To that end, this Act imposes a civil penalty for the violation of intentionally releasing 5 or more balloons filled with air or lighter-than-air gases, to prevent litter which blights our communities and environment and causes harm to wildlife and marine animals. An Act To Amend Title 11 Of The Delaware Code Relating To Prisons And Prisoners. [HB-258]
This bill allows the Department of Correction to implement prison nurseries, which would allow women inmates that give birth during their time incarcerated the option of raising their infant up to the age of 18 months. Studies have shown that prison nurseries allow a mother and child to bond during this critical time of infancy and in turn lowers recidivism rates of these women inmates. This bill would further take the burden off of the foster care system and reduce the damage done between the mother and child relationship as a result of imprisonment.

An Act Proposing An Amendment To Article I Of The Delaware Constitution Relating To Equal Rights. [SB-191]
Since the 14th Amendment to the United States Constitution was adopted on July 9, 1868, with Delaware ratifying it in 1901, at least 15 states have added a provision to their state constitution that prohibits the denial or abridgement of equal rights under the law based on race, color, or national origin.

An Act To Amend Title 14 Of The Delaware Code Relating To Free Public Schools. [HB-100]
This Act establishes a mental health services unit for Delaware elementary schools. The unit is at a ratio of 250 full-time equivalent students grades K-5 for a full-time school counselor, school social worker, or licensed clinical social worker. Additionally a unit ratio of 700 full time equivalent students for grades K-5 for employment of a full-time school psychologist. This Act defines mental health services as prevention, response, and coordination services delivered to students in elementary schools.
