An Act To Amend Titles 6, 9, 18, 19, 25, And 29 Of The Delaware Code Relating To Discrimination In Employment, Public Works Contracting, Housing, Equal Accommodations And The Insurance Business. [SB-121]
This Act adds the term “sexual orientation” to the already-existing list of prohibited practices of discrimination. As such, this Act would forbid discrimination against a person on the basis of sexual orientation in housing, employment, public works contracting, public accommodations, and insurance. In addition, this Act would establish that the Superior Court, in the first instance, would hear and adjudicate alleged criminal violations under the Act of equal accommodations, fair housing and employment discrimination.

An Act To Amend Title 16 Of The Delaware Code Relating To Criminal Background Checks And Mandatory Drug Testing. [SB-122]
This Act requires that all Delaware Psychiatric Center employees providing direct care to patients be subject to criminal background checks and drug testing. The drug testing provides for both pre-employment testing and testing where reasonable suspicion that an individual is impaired by an illegal drug exists.

An Act To Amend Title 6 Of The Delaware Code Relating To Home Construction And Improvenment Protection. [SB-131]
This Bill provides for disclosure materials and information to be distributed where additional density or bonuses have been granted by the local government. It also provides for penalties for failures to provide these materials at the discretion of the local jurisdiction.

An Act To Amend Title 11 Of The Delaware Code Relating To Pensions For State Police Officers. [SB-135]
This Bill will protect the retirement benefits of those State Troopers who take military leave prior to retirement. This will assure that the employee will not realize a reduction in pension benefits because of a reduction in their State salary during a period of time that might fall in their highest three years of earnings.

An Act To Amend Title 21 Of The Delaware Code Relating To Medical Certification For License Plates And Parking Permits For Persons With Disabilities. [SB-138]
This Bill would permit physician’s assistants who are supervised by licensed physicians and advanced practice nurses who are employed by or who have a collaborative agreement with a licensed physician, in addition to physicians, to sign applications and renewal applications for license plates, and temporary and permanent parking permits for persons with disabilities.

An Act To Amend Title 15 Of The Delaware Code Relating To Municipal Elections. [SB-152]

An Act Proposing An Amendment To Article V Of The Delaware Constitution Of 1897, As Amended Relating To Voting. [SB-154]
This is the first leg of a constitutional amendment that would change the voting age as stated in the constitution to 18 as provided in the 26th Amendment of the U.S. Constitution, modernize the language, and remove the reasons for which a person may vote by absentee ballot from the constitution. It also broadens the authority of the General Assembly to establish the circumstances, rules and procedures for registration and absentee voting.

An Act Relating To A Civil Remedy For Victims Of Child Sexual Exploitation Or Child Pornography. [SB-158]
Recognizing that the creation of visual images of child sexual exploitation and child pornography necessarily inflicts serious injury to the child victim, this bill creates a right in the victim to sue those who are responsible for producing, or knowingly possessing, pornographic visual images of the victim. If a defendant has produced or possessed such images, the victim is deemed to have suffered damages and is entitled to an award of damages of not less than $150,000. An Act To Amend Title 9 Of The Delaware Code Relating To Exemptions From Taxation For Certain Organizations. [SB-167]
This Act exempts from taxation by local government real property owned by Sussex County Habitat for Humanity, Central Delaware Habitat for Humanity and Habitat for Humanity of New Castle County, as long as such property is not held for purposes of investment.
